were dictated in some points by
a desire to restrict the Fedaral
Republic's financial burdens, and
the • organizations which repre-1
sent the victims Nazism would
be indignant if they were ac
cepted.

`i'he organizations, including
the Council of Jews in Ger-
many and the World Jewish
Congress, are already gravely
dissatisfied with the Bill as it
stands a number of important
particUlars. The handling of
claims has been dilatory and-
unpredictable.

"By the new Bill the Federal
Government is seeking to redeem
its promise to put these matters
right. It does, in fact, improve the
position of some classes of claim-
ants substantially in some ways.
Many people who can' prove res-
idence in West Germany at the
dates laid down in the Bill should
find their rights enhanced and
their prospects of getting a deci-
sion—for many of them by now
a vital consideration—improved.
"At the same time", says the
Times, ",the new bill contains
some provisions which can only
be called retrograde. Thus, Ger-
man courts since 1953 have held
.,pparently against the intension
of the law givers—that prolonged
incarceration in a concentration
camp on federal territory eonsti-
tutes residence within the mean-
tutes
' 1 ing of the Act and therefore en-
tit1-2s the victim to make a claim.

"The law in its new form ex-
pressly rejejets this common-
sense ruling. Provisions about
the inheritance or transfer of
claims are made much harder.
If a man clahning compensation

before his claim is met, -his
claim will be extinguished un-
less he is a former resident of
the federal territory in the
sense of the Aet.

"A victim or an orphan can
claim for the loss of the victim's
, life, but it is now laid down that
1 this claim, too, cannot be in-
herited or transferred. The vic-
tim, himself, if he is still alive,
will be able to claim for damages
to his health, but if he dies be
fore his claim is met, his widow
or children will have no claim. .
"A careful perusal of the new
Bill makes it easy to understand
why the Jewish organizations are
asking the Federal government
and the Bundestag to consider
carefully whether new improve-
ments cannot even now be made."

Dutch Reject Request

THE HAGUE, (JTA) — The
Netherlands Employers Associa-
tion, which advised its members
not' to reply to a questionnaire
from Arab League countries ;
about Jewish 'origins of its em-
ployees 'or -directors on the
grounds that "no distinctions
concerning a worker's race can
be made in Holland," decided to
contact other industrial organiza-
tions in Europe with a view to-
ward coordination of policy in
this matter.
The Dutch employers group
had also adviSed its members to
use their. discretion in answer-
ing questions by the Arabs -about
the amount of business they 'do
with Israel.
The Arab Legue's "Office for
the ECOLICerliC Siege of Israel" in
Damascus had put the questions
to Dutch firms trading in the
Middle last. The cicular had
asked for detailed information
with regard to trade relations.

curate and frankly correct in-
formation, because any differ-
ence between your answers and
the information the government
