Washington Reflections:

The "President's Club"—unofficial body composed of presidents
of major Jewish organizations, in the United States—is planning to
convene a large Jewish conference in. Washington . . . in the middle
of January . . . It will bring to expression the sentiment of various
groups in American Jewry on the Middle East policy of the U.S.
Government . . . It will voice the wishes of organized American
Jewry on such subjects as the selling of American arms to Israel,
conclusion of an American-Israel security pact, mediation of an
Arab-Israel peace, etc. . . . A similar national conference took
place in Washington about a year 'ago and was addressed by two
very high officials of the State Department . . . It is passible that
by the time the currently planned conference takes place, the
State Department will have already announced its decision on the
arms request by Israel .^.. On the other-hand there are indications
that while the State Department is inclined to approve the sellirig
of some types of arms sought by Israel, it may not be in, a hurry
to announce approval . .• . Some high officials in Washington wish
to play for time . They are of the opinion that there is no basis
for fear that a war between Israel and Egypt will break out soon
. . . They believe that neither Egypt nor Israel wishes' to be in-
volved in a war at the present moment . . . This, they argue, gives
the United States, time to consider its decisions . . They admit
that the chances of war in' the Middle East would cut down con-
siderably if Israel were to receive American munitions to balance
those being received by Egypt ... However, they wish to establish
the quantity of arms received by Egypt, and whether Egypt intends
to continue to buy arms from the Soviet countries . They hope
that Syria and Jordan will soon folloW Iraq in joining the Baghdad
Pact which the U.S. considers an alliance against Soviet aggression
in the Middle East . . In that case, Syria and Jordan would be
receiving arms free from the United States—as Iraq is at present—
and would have less reason to oppose American arms sale to Israel
.. . What these Washington officials overlook is, that if Syria and
Jordan get arms from this country, the military danger for Israel
will increase over what it is today- . . . That Washington considers
first of all American interests, and not the interests of Israel, is
the claim of those officials in Washington who favor selling of
American arms to Israel.

Israel's Scientific Attainments Acclaimed
At Weizmann Dinner; Mendes-France Honored

NEW YORK—Israel's -tragedies
were forgotten for a single eve-
ning, by the impressive gather-
ing of 1,500 Jewish leaders from
all parts of the country, who
gathered at the 12th annual din-
ner of the Weizmann Institute of
Science, Dec. 1, at the Waldorf
Astoria Hotel here, to acclaim
the Jewish State's great contri-
butions to science at the research
laboratories established by the
first President of Israel.
A total of $375,900 was real-
ized for the Weizmann Insti-
tute in Rehovoth, Israel, at this
dinner, from the gathered
guests, each of whom paid $250
per plate. Abraham Feinberg,
president of the American
Committee for the Weizmann
Institute, presided.
Paying tribute to the memory
of Dr. Chaim Weizmann, Israel's
first President, and hailing
France's cultural relations with
Israel, Pierre Mendes - France
called on Arabs and Jews to set-
tle their differences and to find
"a solution as quickly as possible
for the benefit of their peoples
and for the sake of world peace."
M. Mendes-France, former Pre-
mier and Foreign Minister, and
a key figure in the present po-
litical crisis in France, was com-
pelled to stay in Paris and cancel
his visit to the United States.-M.
Mendes-France extended his per-
sonal regrets by direct radio com-
munication to the dinner guests.

In a message from Israel, Meyer
W. Weisgal, chairman of the ex-
ecutive council of the Weibmann
Institute, expressed his gratitude
to the American Committee for
the Weizmann Institute for its
contribution' to the Institute.
Dewey D. Stone, chairman of

Pierre Mendem- France, in ab-
sentia, an Honorary Fellowship,
"in recognition of the coopera-

rael said that Israel, which rep-
resents a system of values and

should be zealous to conserve,
was in danger, and wishes ar-
dently for peace.

provocative figures in interna-

Reparations Survey:

About three years ago, the West German Government con-
tracted to pay a sum of $822,000,000 in reparationS to Israel over
a period of from 12 to 14 years . . . Of this sum, the Conference of
Jewish Material Claims Against - Germany, headed by Dr. Nahum
Goldmann, was to receive about $107,000,000 through Israel .
The Council of Jewish Federations and Welfare Funds has com-
pleted a survey on the operation _V the reparations agreement and
its effectiveness up to this time . . . The study establishes that by
the end of July, 1951, Israel had placed orders for goods worth
$340,000;000 'or 40-percent of Germany's total obligation .. . Goods
worth about $200,000,000 have already reached Israel; the balance
will be delivered between now and the end of 1956 ... The CJFWF
study shows that the steady flow of reparations goods has quick-
ened the tempo of Israel's economic life and has thereby aided
the population as .a whole . . . Up to last March, 52 percent of all
goods went to the Israel government and to national institutions
in Israel; including the Jewish Agency; 26 percent was sold to
privately-owned concerns; 14 percent to Histadrut enterprises; 2
percent to joint enterprises, and 3 percent to oil companies . . .
Administrative expenses 'of the Israel government-sponsored Repa-
rations Company—which orders, receives and delivers the German
goods—amounted to 3 percent of the total . The company has
about 250 employees in Israel and in Germany . . . It is advised
by a 36-member council in Israel . . Goods ordered by Israel
manufacturers or distributors.oare sold to them by the Reparations
Company, and the proceeds are applied to the Israel government
development budget . . . The Conference of Jewish Material Claims
Against Germany has, during the past two years, received about
$19,500,000 from the Israel_ government as its share of the repara-
tions funds . . . It distributed this sum among various Jewish or-
ganizations throughout the world engaged in conducting relief,
rehabilitation and resettlement activities for needy survivors of
Nazi action, as well as in cultural reconstruction . .. The applica-
tions submitted to the Conference by Jewish organizations during
these two years totalled more' than $100,000,000.
