Award Life-Grants to Refugees Throu gh Insurance Plan

PARIS (JTA)—A new arrange-
ment, under which aged persons
will be cared for in their own
homes in Italy, has been worked
out by the Joint Distribution
Committee, with the cooperation
of the United Nations High Com-
missioner for Refugees and the
United States escapee program, it
was announced by Moses W.
Beckelman, JDC director general.
Under the program, 30 Jewish
refugees, averaging 70 years in

age, will receive monthly grants
of 10,000 lira each from an Italian
insurance company. The company
had received $1,600 in premiums
for each person covered, con-
tributed by the three organiza-
tions involved.
Ten of the beneficiaries had
their premiums paid by the U.S.
agency, because they were cared
for under the escapee program's
provisions. The cost of the pre-
miums for the other 20 was paid

would receive their grants for
life.
The new plan is an outgrowth
of the permanent solution pro-
gram for refugees worked out by
the UN High Commissioner's of-
fice. Beckelman pointed out that
the plan \ does not meet the full
needs of the aged recipients and
that the JDC will, therefore, sup-
plement the monthly grants. He
expressed his gratitude to the
High Commissioner and ,the ad-
ministration of the escapee pro-
gram and added that the project
was a first step, which should be
studied and improved upon in
the future.
The 30 aged persons represent-
ed- in the new plan are only a
fraction of those left in Italy from
the stream of refugees who
poured in after the war, he noted,
and the ADJ will
• continue its
other expenditures in Italy. These
aged refugees "are not members
of local Italian communities and
continue to be our full respon-
sibility," Mr. Beckelman said.

On Compensation
For-Nazi Victims

WASHINGTON, (JTA) — Vic-
tims of Nazi persecution, wilt)• are
now American citizens, should be
compensated for war damages to
their praperty in Germany on an
equal basis with other American
citizens, the American Jewish
Committee urged. It proposed
that the pending Administration-
approved Senate Bill No. 2227
be amended to include as eligible
claimants those former aliens
who were Nazi persecutees.
Testifying before a Senate Ju-
diciary Subcommittee on Trad-
ing With the Enemy Act, - of
which Sen. Olin D. Johnston is
chairman, Prof. Herman A. Gray
of New York University, a mem-
ber. of A.JC executive board, de-
clared that there is ample prece-
dent for legislation, establishing
"that persons who were treated
as enemy by the enemies of the
United States should be accorded
substantially the same rights as
citizens of the United States."
"That principle," he pointed
out, "is embodied in such legis-
lative enactments as the Trading
with the Enemy Act, which in
1946 was amended to provide for
return • of property to persons
.who, while technically enemy
nationals, were in fact -treated
as enemies by Germany and
Japan and by their satellites, and
in various _ international acts and
agreements, among them the
treaties of peace with. Italy, Bul-
garia, Hungry and Romania, all
of which were -ratified by the
Senate of the United States."
The Senate bill contains two
basic provisions. The first would
permit German citizens to re
claim their pre-war deposits in
the U.S. to the - limit of $10,000,
which, as enemy alien assets, had
been - confiscated by the U. S.
Government. The second part of
the bill would establish a $100,-
000;0040 fund from repayments. by
'Germany of American loans
made before the rise of Hitler.
From this fund, American citi-
zens would be• compensated for
war damages up, to a •limit of
$10,000 for any one individual.
The amendment suggested by the
AJC would extend to American
citizens, who were victims of
Nazi persecution, the same right
to be paid from this. fund as,
those who were citizens before
the war.
