cient prophecy and of modern
science.

people's awareness of its roots
in a sublime and immortal tra-
dition. Israel's statehood is less
than eight years old; but its
youthful vigor is sustained and
enriched by a continuous historic
memory stretching back far into
antiquity.
Is it not profoundly moving
to witness the rebirth of a peo-
ple whose continuous historic
memory comprehends the full
cycle of human experience
from Biblical prophecy to nu-
clear science; a people which,
in all its contemplation of man
and of matter has never
swerved from its belief that
there is order and progress in
the universal design?
These are the fundamental is-
sues of Israel's national destiny.
The interaction of the old inheri-
tance with the new potentiality
in a land saturated with history
thus is surely a process which
cannot fail to impress men of
sensitive historical insight in
every land. Israel is not only
the home of its citizens and the
sanctuary of its Jewish kinsmen
everywhere; it is a system of
values and associations which the

All this is now in danger. Arab
hostility; the disturbance of the
military balance; and the absence
of effective international guaran-
tees—these three factors together
form the equation of a crisis
more grave than any which we
have yet confronted. All the sac-
rifice and achievement; all the
embodiments of historic and re-
ligious memory; all the concen-
trated zeal of Israel's institutions
—the structure carefully built
and tended over seven full dec-
ades—all this hangs in the bal-
ance of its very survival.

We wish ardently for a peace
founded on mutuality and reci-
procity. But there is no sign
or portent of any serious peace-
ful intent in the Arab world
outside the realm of news-
paper speculation. The facts of
the situation are the facts of
Arab hostility, blockade, boy-
- eott, non-recognition, interna-
tional denunciation; massive
rearmament — all against the
background of inaction by those
who would help us to strive for
stability and peace.

What possible cause for com-
placency can there be in a situa-
tion in which planes, tanks and
guns flow into Egypt with no
corresponding reinforcement of
Israel, while baselessly optimis-
tic reports of non-existent prog-
ress to peace fill the daily press?
Optimistic self-deception can do
nothing but aggravate an already
serious condition. The duty of
statesmanship is to work for
peace; not to proclaim its ap-
proach when it is, unhappily, not
in view. Nor will peace come
within range unless steps are
taken, just to remedy the disas-
trous imbalance of arms which
Egypt has created with Soviet
help and then to surround the
present agreed status quo by.the
shelter of effective contractual
guarantees. Until these steps are
taken and there is concrete evi-
dence of progress towards peace
—Israel and its friends will have
no reason to emerge from their
present sense of awsome emer-
gency. Let us not surrender our
vigilant tension without true and
visible cause.

The world can find no better
way of understanding all that is
at stake in Israel's fight for sur-
vival than by contemplating the
life of Chaim Weizmann. The
humanity of prophetic Judaism
and the truth of modern science
came together in him to form a
personality of majestic stature.
How he would have denounced
the sterile preoccupation of our
region with weapons of war!
How he would have thundered
against the sheer infamy of pro-
posing that our tiny state be de-
prived of the meager territorial
integrity which it has possessed,
in the full sanction of interna-
tional law for the seven years
of its existence! His life con-
tains lessons in Jewish virtue, in
scientific truth and in - political
statesmanship, which are sorely
needed, if we are to surmount
the tempests of our present day.
