ZOD, Israel's Students FEP Reduces Questions on Religion
To Join for Celebration Of Applicants, Joint Survey Shows
The Zionist Organization of
Detroit will be joined by the Is-
raeli Students Organization of
Detroit at its annual Hanukah
latke party on Saturday evening,
at Cong. Ahavas Achim.
The program is under the di-
rection of the Israeli students,
and will feature a candle-light-
ing ceremony by Cantor H.
Baum, a Hanukah message, "In
Those Days and Our Times," by
Dr. Ephriam Shmueli; Israeli folk
dancing, and community singing,
led by Mrs. Hannah Schtiebel.
Morris M. Jacobs, chairman of
the ZOD program committee, in-
vited all ZOD members to "take
advantage of the opportunity to
meet Israelis living in our midst."

Fair employment practice laws
apparently have reduced discrim-
inatory questioning of applicants
about their religion by both em-
ployers and commercial employ-
ment agencies, although the ask-
ing of such questions is still wide-
spread.
This is one of the findings in
a survey report, released this
week, based on a survey of the
experience of 2,503 applicants
registering at Jewish vocational
service agencies in 16 cities in
the United States and Canada
during March, 1955. •
The Detroit Jewish Vocational
Service and Jewish Community
Council cooperated in filling out
questionnaires for the survey.
The report reveals that in U. S.
cities not covered by state or
local fair employment laws, 40
per cent of those who had regis-
tered with private employment

agencies had been asked about
their religion. In cities protected
by FEP laws, only about 4 per
cent had been asked such ques-
tions at private employment
agencies.
Similar, but less striking dif-
ferences were found in the cases
of those who applied directly to
employers. In cities without FEP,
17 per cent reported they had
been asked about their religion,
as compared with about 8 1/2 per
cent in FEP cities.
The longer FEP had been in
effect in a particular city, the less
questioning about religion was
reported: In Buffalo, not a single
one of those answering the ques-
tionnaire had been questioned
about his religion either by an
employer or an agency.
In New York City; the per-
centage of applicants who en
countered such questioning by
employers was 5 per cent—the
lowest of all the other cities cov-
ered by the survey.
In 1946, a similar survey had
revealed that 15 per cent of ap-
plicants had been questioned
about religion. New York has
the pioneer state law against 'dis-
crimination in employment.
Contrary to the common as-
sumption that minorities tend to
be overly sensitive and to sus-
pect discrimination where it does
not exist, the survey suggests
that many applicants neither rec-
ognize nor complain of discrim-
ination even when they encoun-
ter it.
Less than one out of five of
those who were asked about their
religion by commercial employ-
ment agencies felt that they were
discriminated against "in any
way."
The survey was part of a long-
range cooperative program un-
dertaken jointly by Jewish vo-
cational agencies and Jewish
community relations agencies.
The program is under the di-
rection of a joint committee on
employment discrimination of the
Jewish Occupational Council and
the National Community Rela-
tions Advisory Council.
Besides Detroit, questionnaires
were filled out by appicants at
Jewish vocational agencies in
Baltimore, Buffalo, Chicago, Cin-
cinnati, Cleveland, Denver, Hous-
ton, Los Angeles, Louisville,
Miami, Minneapolis, New York,
Pittsburgh, St. Louis and Mon-
treal.
The replies from Montreal,
which is covered by a fair em-
ployment law, showed that the
percentage of applicants ques-
tioned about their religion by
employers (20.5%) was substan-
tially higher than the average
for all reporting cities in the
U. S. (13.1%) and somewhat
higher even than in the non=FEP
cities in the U. S. (17.1%).
Out of 105 filling out question-
naires in Detroit, 63 persons who
applied to employers for work
22 reported they were questioned
about religion. Eight of 20 who
filed with commercial agencies
were queried about their reli-
gion. -
The corresponding percentage
of nearly 8:5 and 40, respectively
were close to the survey average
for cities without FEP. Since the
survey, Michigan has passed a
law establishing an FEPC.
An announcement by the jiont
JOC NCRAC Committee, issued
together with the report, declared
that the survey would be repeated
at periodic intervals.
In this way, it believes, it will
be able to study trends in dis-
criminatory practices by employ-
ers and employment agencies, to
discover whether discrimination
in the case of national firms is
country-wide or confined to par-
ticular plank or offices, and to
,develop various findings that de-
pend on cumulative statistics.

Brooklyn Hospital Raises
$900,000 for Expansion
NEW YORK (JTA) — A total
of $900,000 has been raised by
Beth-El Hospital of Brooklyn to-
ward a goal of $1,000,000 for an
additional 108 beds for its char-
ity wards, it was announced at
the 32nd annual hospital dinner.
The dinner itself raised some
$230,000.
