Baghdad—and Egyptian Bellicosity

It is becoming apparent that

WASHINGTON — That Egypt
may soon increase the tempo of
its already stepped-up military
operations against Israel's fron-
tiers is the opinion of diplomatic
observers familiar with Egypt's
thinking. •
The Egyptian aim would be to
dramatize the Israel issue in a
bid to dissuade further Arab ad-
herence to the Baghdad Pact and
to obfuscate the pact's. crystal-
lization.
Egypt - also would like to pro-
voke a new Israel reprisal action.
Such a reprisal might be used by
Egyptian propaganda to make a
case against the Israel arms list
now under active consideration
by the United States Defense and
State Departments._ . . .
State Department sources have
reported Egypt extremely dis-
turbed by the recent Baghdad
Pact conference. Egypt has op-
posed the pact as an instrument
of "Western imperialism." She
feels Egyptian influence in the
Moslem' world is being under-
mined through the pact, espe-

Egyptian fears and resent-
ment were accentuated when
the State Department an-
nounced American military,
political, and economic liaison
with the pact's high command.
This was construed by Cairo as
an apparent preliminary to full
American adhesion to the alli-
ance which now links Iraq,
Turkey, Pakistan, Iran, and
Great Britain.
Iraq made it clear at the pact

toward Israel. Statements‘ unfa-
vorable to Israel were made at
Baghdad by leaders of Turkey,
Iran, and Pakistan. Meanwhile,
British Prime Minister Anthony
Eden advanced his proposal for
a "compromise" plan involving a
surrender of territory by Israel
to the Arabs. But Egypt retains
its violent dislike for the pact
which it sees as dangerous to
her internal position in the re-
gion because of traditional rival-
ries, especially with Turkey and
Iraq.. .
Egyptian hostility toward the
pact, in the view of some au-
thorities, was a central reason
why Egypt turned toward the
Soviet bloc.
The most effective connection
Egypt retains with the Arab
League states is common hatred
of Israel. :It is therefore thought
Egypt may now act to exploit
that fink - by intensifying opera-
tions against Israel. Such opera-
tions would put the Baghdad
pact structure in the background.
They would accomplish this lay
focusing renewed attention on the
leading anti-Israel coalition—the
Arab League—led by Egypt.
Communist strategists are ex-
pediting deliveries of munitions
to Egypt. They are seeking to
tempt Egypt into new violence
to obstruct the Baghdad pact
machinery through a timely di-
versionary measure. Russian and
Egyptian diplomats are observ-
ing Western moves to enlist Leb-
anon, Jordan, and Libya in the
Baghdad accord.
Indicative of growing Egyptian
bellicosity, the commander-in-
chief of joint Egyptian-Syrian
forces announced in Damascus
that both nations were now
ready to "launch a war of liber-
ation against Israel whenever
public opinion of both countries
demands it." Egyptian General
Abdel Hakim Amer boasted that
joint forces linked in a military
pact against Israel were now suf-
ficiently strong to defeat Israel.

David Ben-Gurion and United
Nations truce supervisor Mad.
Gen. E. L. M. Burns conferred on
a ceasefire along the Israel-Egyp-
tian borders and on various-prob-
lems relating to the Israel-Egyp-
tian violations.
After the meeting, a commu-
nique by the truce organization
said that Gen. Burns would pro-
ceed to Cairo within a few days
to discuss the same problems
with Egyptian authorities.
It was learned that the discus-
sion centered about the, pro-
posals by UN Secretary General
Dag Hammarskjold and Gen:

These proposals have been ac-
cepted by Israel, but Egypt has
made no official comment and
Israel has charged that Cairo has
turned down, the Hammarskjold
-Burns proposals.
