Detroit Asked for $1,230,000 Emergency Fund
. For UJA To Meet Critical Situation in Israel

Means to Raise Supplemental-y
Sums Considered by Federation

Israel—"for not a single moment
in the history of the State is as
pregnant' with difficulty as now.
Israel had to fight to come to life
in 1948, but the constellation of
enemies surrounding- her that
avow her death were not armed
in 1948 as' they are now." The
crisis is not one of the future, but
of the present, he added and
pointed out that Egypt alone now
as enough arms to destroy
Israel if she chooses to use them.
He reported that half of the 100
jet aircraft sold to Egypt have
already been delivered, and de-
clared:
"Israel is the only country in
the world that ha's no security
pact with any other country—do
we blame her for feeling -alone?
The 'People of the Book' are
buying swords and Israel is tak-
ing full responsibility for 'build-
ing up her military defenses.
Israel has halted its building
program, its expansion of social
services and cut back construc-
tion of schools and hospitals.
Even heavier taxation and vol-
untary arms funds from the peo-
ple of Israel will not provide the
money for the defense of the
country.

Fifty community leaders of the
Jewish Welfare Federation met
Monday noon at the Fred M.
Butzel Building, with Rabbi Her-
bert A. Friedman and Dewey D.
Stone of the United Jewish' Ap-
peal, to get a clear picture of the
crisis in Israel and to learn how
the UJA is asking Detroit to par--;
ticipate in its $25,000,000 special

campaign.

Mr. Stone and Rabbi Friedman
urged Detroit to help set the
pace for the more than 85 other
communities .in the country that

will be visited in the next two
weeks by representatives of the
UJA by accepting a $1;230,000
share of the $25 million emer-
gency fund to be raised—above
and beyond the $4094,000 con-
tributed by Detroit to the UJA
and other overseas beneficiaries
in 1955. •

Judge Theodore Levin, Fed-
eration president, and other
leaders voiced their. assurance
that Detroit would give the
greatest possible support of the .
UJA emergency fund and that
appropriate committees would
meet in the next few weeks to
map out a plan.

Before discussing the figures,
Rabbi Friedman, executive vice-
chairman of the UJA, wanted The

WASHINGTON — Secretary of
State Dulles said Tuesday there
have been, "no concrete de -velOp-
rnents!' that would be proof that
either Israel or the Arab states
are 'convinced of gains to be ob-
tained\ through peace, citing his
Aug. 26 proposals as a recom-
rnended formula.

that there should be a solution to
that problem. He said • he could

race. Gains to both sides would
be immense, he said, expressing
the hope both sides would see
gains in a solution. He added that

money unless he includes him-
self. "Detroit's Joe Holtzman,"
he said, "helped to make this
clear at the recent meeting in"
New York when he promised to
give $25,000 in addition to his
regular gift to the Allied Jew=
ish Campaign and then added
that he would increase it to
$50,000 additional- if 99 other
men in the U.S. would do like-
wise."

"In 1955 — in addition to the
funds the UJA. provided — the
Government of Israel spent $31,-
000,000 on- immigration and ab-
sorption. Israel cannot afford to
spend even 31 cents for immigra-
tion in 1956 and if 45,000 Jews
from" NorthAfrica are to get to
Israel where Israel is ready to
receive and protect them, the
Jews of the United States must
raise an additional $25,000,000
(with the other $6 •million to
come from Jews elsewhere in the
world)."
As a business man, Mr. Stone,
chairman of the United Israel
Appeal and a co-chairman of the
UJA, emphasized that it's because
Israel is a success that it must
have more money now to save
Jewish lives: The Arab nations

who seek to emigrate to her
land. Were Israel to close its
gates to Jews who want to
come there, she would have
accomplished for all practical
purposes an Arab victory and

defunct. With the memory of
what happened in Europe still
very strong in our minds, we
must feel that everyone we
take out of North Africa now
is a life saved and everyone
