LONDON—Sir Winston Churchill spoke out Monday
night against the arming of Egypt "at the expense of and to
the detriment of Israel." He spoke at a rally of young. Con-
servatives in his constituency of Wood-ford.
Replying to a question whether he agreed with British
policy of arming Egypt, "in view of the threat to destroy
Israel at the first opportunity," Sir Winston declared:
"I don't think we are attempting to rearm Egypt except
as a part of gradual policy of giving a certain proportion of
weapons to different countries of the Middle East. But I
certainly see no ground whatever . for rearming Egypt at
the expense of and to the detriment of Israel."
When another questioner said Britain's . Middle East
policy lay ruins and asked what Sir Winston would sug-
gest to rebuild it, he denied it was a failure and added:
"I am sure there. is no difficulty in the Middle East which .1/1- r

stressed the fact that the United
States does not see eye to eye
with Britain on a territorial
"compromise" proposal made by
Prime_ Minister Eden. to Israel,
involving reference to the 1947
Palestine Partition Plan.
Differences between the State
Department view and that indi-
cated by Eden were described
here Monday as being based on
a belief that the Eden proposal
is "out of date." It pointed out
that the 1947 Partition Plan ;
while giving a portion of Galilee
to the Arabs, leaves the Negev
in Israel hands.
The "live question" todayi it
was indicated in State Depart-
ment circles, does not pertain to
Galilee but is based on providing
Egypt with a face-sa.ving device
in connection with the Negev. "A
land link across the Negev con-
necting Egypt with Jordan was
mentioned as a possibility.
In the opinion of high State
Department officials, Egypt's hos-
tility toward Israel is based
largely on Egypt's "loss of face"
in the eyes of other Arab states
owing to the military defeat suf-
fered by Egypt in the Negev in
1948. Today Egypt feels "iso-
lated" from the rest of the Arab
bloc. There is a desire in the
State Department to find a "real-
istic" formula for peace agree-
able to Egypt and Israel to offset
the growing Soviet influence in
Egypt.
The State Department thinks
that Eden was "unrealistic" in
citing- the 1947 plan. The terri-
torial "compromise" envisaged'
by the State Department is de-
scribed as more closely related
to the situation existing today.
Citing Israel's repeated requests
for a U.S. security guarantee of
its boundaries, officials pointed to
the prerequisites mentioned by
Secretary -Dulles in his Aug. 26
speech, especially this reference
to 'a prior agreement on boun-
daries. Dulles was quoted as
stating in connection with the
boundary revision that the "diffi-
culty is increased by the fact
that even territory which is bar-
ren has acquired sentimental sig-
nificance."
Foreign Minister Sharett met
with Dulles Tuesday to discuss
current developments.
Bentley Favors U. S. Aid to Israel
In reply to the statement -.is-
sued by the presidents of 350
Detroit organizations - •and con-
• gregations, in which the request
was made for assistance to Israel
-in the present crisis, Congress-
man Alvin M. Bentley, wrote to
Boris Joffem, executive director
of the Jewish Community Cowl-
cil, as follows:
"It is clear that the Egyptian
government's decision to acquire
a large supply of arms from

Toynbee's, letter thanked Rab-
bi Agus for his comment and
said, "This kind of constructive
criticism is, of course, not only
a help but also a call to go on
thinking. -
"My mind Is, I hope, still an
open one, and as a matter of
fact, I am proposing to produce
a series of ,studies which I shall
be reconsidering questions in
my book which are obviously
debatable either because of new
knowledge or because of the
discussion that has ben aroused
by what. I have.written."
The letter went on to say, "I
can see that Judaism will be
one of these issues, and, when
I came to this, your article will
be one of the things that I
shall have at my

"It opens the entire Middle

of a renewal of war in that area.
"Our government must move
swiftly to combat the Soviet
threat and thus to preserve peace

"Since the first country to be
menaced by the new Cairo-
Communist arms arrangement is
the democratic nation of Israel,
our government should assist in
arranging for the supply of ade-
quate arms to enable. Israel, to
defend herself. Israel is a prac-
ticing democracy and is firmly
committed to -defense of democ-
racy. She may be counted upon
not only to defend herself but
also to join in the defense of the
free world.
"While arms shipments may
'avert an immediate outbreak of
hostilities, this is not enough
insure a permanent peace. To
that end, we urge that our gov-
ernment immediately negotiate
formal treaties guaranteeing the
frontiers of Israel and other na-
tions in the Middle East that are
ready to enter ,into such treaties
with us. This would be consistent
with the moral objectives of the
program outlined by Secretary of
State John Foster Dulles on Aug.
26, 1955. Our country now has
similar effective treaties with 44
other countries. Such defense ar-
rangements should now be ext.
