Mikunis, who demanded that the

the Soviets were following poli-
cies injurious to Israel.
In a slap at Mr. Mikunis, the
Premier said that anyone who
disregards ,clangers to Israel in
British and Soviet policies "is
either a servant of another-state
or Israel's foe."' All parties ex-
cept the Communists voted
against Mr. 'Mikunis' motion.
Israel's Security Situation
Called 'Grave'
Israel's security situation re-
mains "extremely grave," Mrs.
Golda Myerson, acting Foreign
Minister, declared Tuesday in a
press interview. 'Western feelers
during the past few days have
left Israel's position on basic is-
sues unchanged, ' she stressed.
Israel will not make any major
territorial concessions, although
it is prepared to discuss minor
adjustments, she said, and while
Israel will not accept the return
of Arab refugees to its territory
it is - ready to confer on any
scheme for their resettlement,
Asserting once again Israel's eag-
erness to meet with Arab repre-
sentatives ft-a. peace talks, Mrs.
Myerson said that United Na-
tions' officers or any third party
who would not attempt to "im-
pose conditions on us in advance"
would be suitable in a mediating
role. She insisted that Prime
Minister Eden has ruled himself
out as mediator by his recent
"compromise" suggestion which
Israel views as an attempt to
curry favor from Arabs at Is-
rael's expense.
Israel's Request For Arms
Goes to U.S. Defense Dept.

Dube; told• a press conference
that Israel's application for mu-
nitions purchases has been re-
ferred "to the Defense Depart-
ment for study in terms of cost
and availability." He said he did
not yet have a report from the
Defense Department.
The Secretary had been asked
by the JTA reporter about the
status of Israel's arms applica-
tion in view of the rapid move-
ment of Communist weapons to
Egypt,
Mr. Dulles expressed the view
that the United States rather
than the Soviet Union today pos-
sesses the initiative in the Middle
East. He said, "We have the ini-
tiative very distinctly . . . What
we are doing is of greater long-
term impact."
Asked about the psychological
gains in the Middle East, Mr.
Dulles said there had been no
development that requires the
United States to alter the gen-
eral approach to the magnitude
of the problems in that region.
He indicated that the scene of
greatest urgency shifts from one
focal point to another in the
world from time to time.
Mr. Dulles indicated - there
would be no attempt to meet each
individual Soviet economic aid
offer as such, but that concentra-
tion would continue on "long
range constructive policies." He
hinted that individual Soviet of-
fers might be traps to bring about
American usage of resources
through counter measures.
American policies in recent
years, he said, included "grants
and loans of tens of millions of
dollars." - He added that "long
haul is better than emergency
operations." He said greater flex-
ibility would enable the United
States to deal adequately with
situations in the Middle. East and
that he favored "steady 'sustain-
ed" operation,
In reply to a question about
the role of United States' eco-
nomic assistance to the Middle
East and South Asia, in view of
Soviet offers, Mr. Dulles said he
was so far "unaware" of "any
solid Soviet offers to that part
of the world." He explained he
did not think the Soviet bloc
arms deal with Egypt constituted
an approach under the category
discussed.
The Secretary expressed doubt
of the "substance" of a reported
Soviet economic offer in that
region.

Belgium Expels Former Nazis
For Their Neu-Nazi Activities
BRUSSELS (JTA) — For the
second time in 18 months, Bel-
gian authorities have expelled a
group of former German S. A.
and S. S. men who had come here
to carry on undercover neo-Nazi
activities. The Nazis had been
here as guests of a group known
as the "Veterans of the Eastern
Front," which met recently in a
rally at which Nazi marching
songs were shouted by the audi-
ence. Leading Belgian newspa
pers applauded the action of the
government in expelling t h e
Nazis.
