necessity" of resolving the Mid-
dle Eastern crisis but not neces-
sarily on the methods that
should be used. This, the Times
says ; became evident when the
State Department, in response
to inquiries, issued a statement
with regard to Prime Minister
Eden's offer to mediate between
Israel and the Arab states. The
American statement supported
Sir Anthony's intentions but not
necessarily his specific proposals.

British difference lies in Sir
Anthony's suggestion that Israel
and the Arab states "compro-
mise" their boundary disputes,
the Times report emphasized.)

Encouraging the Arab refu
gees in the Middle East to
"choose" between repatriation
and compensation, as proposed
by Henry R. Labouisse, director
of the United Nations Relief
and Works Agency for Palestine
Refugees, could lead only to
"frustration and tragedy," in the
opinion of Ebba S. Eban, chair-
man of the Israel delegation
here.
Mr. Eban - spoke on the Arab
refugee problem over the week-
end in an hour and-a-half ad-
dress before the General -Assem-
bly's special political committee.
The committee has been discus=>
sing the Arab refugee - problem
for a week, and the air here has
been blue with violent attacks
against _Israel by many of the
Arab delegates. The future of

the refugees, Mr. Eban declared,
lies in the Arab lands.

Israel Cabinet Seeks Additional
65,000,000 Pounds to Meet
Increased Needs

JERUSALEM (JTA)—The Is-
rael Cabinet decided to ask- Par-
liament for legislation to raise
an additional 65 million pounds
during the 1955-56 fiscal year to
balance the budget which has
been thrown out of balance by
the need for increased expendi-
tures for arms and for the im-
migration and absorption of
North African Jews.

Hebrew U. Starts Acad.
Year With 3,150 Students

JERUSALEM, (JTA)—The He-
brew University of Jerusalem
opened its new academic year
here with a record enrollment
of 3,150 students in its six facul-
ties. Inauguration of the new
school year was marked by spe-
cial ceremonies attended by Pres_
ident Itzhak Ben Zvi and mem-
bers. of the Cabinet.
Addressing the inaugural cere-
mony, Edward Gelber, vice chair-
man of the University's execu-
tive council, described the Uni-
versity- as a vital instrument in
serving the broader purposes . of
Jewish history. He also cited the
recent Geneva meetings on
peaceful uses of the atom, in
which Israel participated, as an
example of the scientific poten-
tial of the State and the Univer-
sity.
The ceremony also heard a re-
view of the University's progress
during the - past year by Profes-
sor Abraham Fraenkel with par-
ticular reference to the setting
up of its new division in the so-
cial sciences. The University re-
ceived an anonymous $10,000
contribution to be used for the
construction of one room in the
University's projected library.
The room is to be named for the
late Stefan Zweig.

WASHINGTON—The president
of the Synagogue Council of
America Tuesday described the
- McCarran - Walter Immigration
Act as "immersed in- racist feel-
ing," and advocated a substitute
for the "racist formula" of fixing,
immigration by the U.S. popula-
tion census of 1920.
Rabbi Abraham , J. Feldman
told the Senate Immigration Sub-
committee that the "most serious
shortcoming" of the immigration
law is retention of the national
origins quota system under which
the immigration quota of each
country is based on the racial
makeup of the U.S. population in
1920. He said this formula is com-
pounded of bigotry and ignor-
ance.
Dr. Feldnian said that inten-
tions of the authors of the Mc-
Carran-Walter Act was obvious-
ly "to encourage immigration of
English, French, Irish, Germans
and other Western Europeans and
to discourage all other immigra-
tion." He said that under the
present law over 70 per cent of
the total immigration is allotted
to Northern and Western Euro-
peans.
. Rabbi Feldman, who spoke for
organized Jewry in the U.S., ad-
vocated "distribution of visas on
first come first served basis with
preferences for relatives of citi-
zens or legal residents and for
victims of racial, religious or
political persecution: and those
who possess -special skills."
