Eisenhower Message to Israel Defense Rally
Pledges U. S. Aid to Guarantee Boundaries;
Silver Says Israel Won't Sacrifice Territory

NEW YORK.—Dr. Abba Hillel
Silver, speaikng at the public
rally at Madison Square Garden,
on Tuesday, told the audience
that both President Eisenhower
and Secretary of State Dulles
recognized the arms needed for
legitimate defense by Israel and
that it is proper for a state which
is in danger to make a request
for such arms. Dr. Silver said:
"We therefore are justified in
concluding that this new policy
of our Government is a wise pol-
icy and an inevitable one."
He pointed out that "when Is-
rael appealed to the free world
for arms aid, it was not an arms
race Israel was thinking of, but
survival. Both the U. S. land
Britain urged Israel and the Ar-
abs to sit down and negotiate
their differences. Israel repeat-
edly expressed its desire to do so,
and Arabs consistently refused.
The President and Dulles both
indicated that the U. S. prepared
to guarantee the boundaries which
should be agreed upon in such
negotiations, but the Arab gov-
ernment will not engage in any
negotiations with representatives
of Israel.
"Israel will not sacrifice any of
its already sharply reduced ter-
ritory in order to augment 2,700,-
000 square miles of its Arab
neighbors. Egypt certainly has
no claim upon any territory in
Israel. What Nasser wants is not
more territory but more pres-
tige to bolster his dictatorship by
military victories over Israel or
concessions wrung from it.

President Eisenhower, in a mes-
sage to the rally, spoke of his
firm friendship for Israel and
said that the United -States "will
play its full part" in seeking to
establish peace in the Middle
East. The President's message,

your request to send a message
to the meeting which you are
addressing this evening as I
know of your great concern
about recent developments in
the Near East which disturb all
of us. The threat to peace in
the Near East is a threat to
world peace. As I said the
other day, while we continue
to be willing to consider re-
quests for arms needed for
legitimate self defense, we do
not intend to. contribute to an
arms competition in the Near
East. We will continue to be

United States join in formal
treaty engagements to prevent
or thwart any effort by either
side to alter by force the bound-
aries upon which Israel and its
immediate neighbors agree.
"The need for a peaceful set-
tlement becomes daily more im-
perative. The United States
will play its full part - in work-
ing toward such a settlement
and will support firmly the
United Nations in its efforts to
prevent violence in the area.
By firm friendship toward Is-
rael and all other nations in the
Near East, we shall continue to
contribute to the peace of the
world."
