Bonn Passes New Indemnification
Law; Jews to Benefit by $400,000,000

BONN, (JTA) — Jewish vic-
tims of Nazism may benefit to
the extent of $400,000,000 in the
course of the next eight years as
a result of improvements con-
tained in a draft amendment to
the Federal Indemnification Law
for individual Nazi victims pass-
ed by the Federal Council, The
upper house of the West German
Parliament.
The draft amendment will now
be returned to the Federal Cab-
inet, which must approve the
modifications proposed by., the
Federal Council. Deliberations
will then be resumed in the In-
demnification Committee of the
Bundestag, the lower house.
Next, the amendment must re-
ceive, in three separate readings,
the assent of the full Bundestag.
Although its approval is assured,
the matter will probably not
come to a vote before early 1956.
The amendment will take effect_
next April.
The new measure .constitutes a
complete overhaul and rewriting
of the 1953 Federal Indemnifica-
tion Law, whose worst shortcom-
ings and injustices it is designed
to remedy. Main beneficiaries
will be Jews from Germany.
Jewish victims of Nazism from
other countries who did not be-
long to the "German linguistic or

cultural sphere," will profit from
the new amendment only in ex-
ceptional cases.
With respect to the Nazi burn-
ing and wrecking of synagogues,.
the draft actually restricts the
indemnification rights presently
vested in Jewish communities
and in the successor organiza-
tions. The restriction has already
evoked strong protests to the
Bonn Minister of Finance from
the Jewish Restitution Successor
Organization and Dr. H. G. van
Dam, secretary general of the
Central Council of Jews in Ger-
many.
Under the amendment, Nazi
victims who originally resided in
East Germany are put on an
equal footing with those from
West Germany. This means that
Jews from East Berlin, Breslau,
Leipzig, Dresden, Koenigsberg,
etc., can now file claims to the
full extent of the law, provided
only that they have either em-
igrated to a country of the West-
ern bloc or moved to West Ger-
many. The few Jews still livin.g
in East Germany cannot, in other
words, ask compensation from
West Germany.
The maximum amounts that
may be paid for various indem 7
nificaticin categories have been
raised. If the Nazi victim dies be-
fore payment has been effected,

Holland Asks Extradition
Of Anneke's Kidnappers

AMSTERDAM, (JTA) — The
Netherlands government has in-
structed its Ambassador in Brus-
sels to aid in the extradition of
the sisters Elisabeth and Ger-
trude van Moorst, both of whom
were involved in the kidnaping
Of Anneke Beekman, Jewish war
orphan.
Elisabeth van Moorst was sen-
tenced to a year's prison term by
a Dutch court last month and
Gertrude an Moorst to eight
months. Elisabeth was sentenced
in absentia and Gertrude fled the
country after sentencing. Both
are believed to be in -Belgium.,
together with the Jewish girl
whom they spirited out of Hol-
land when a-court ordered them
to turn her over to the Jewish
community. They cared for An-
neke when her parents were sent
to a Nazi death camp, and
brought her up as a Catholic.

Rabinovitch looked with pride as
she listened to her son, Dr. Eu-
gene Roberts, who spoke Sunday
night for the officers and board
members of the City of Hope
Cancer Fighters . . . She still
remembers coming to America
with him from Europe when he
was only 21/2 years old . . . and
watching him graduate from
Central High, Wayne U. and Uni-
versity of Michigan . . . Now he
is 35 years old, and head of the
Department of Biochemistry at
the City of Hope National Medi-
cal Center in Duarte, Calif. . . .
Dr. Roberts has been at the City
of Hope 16 months, leaving
Washington University School of
Medicine. in St. Louis, where he
was in the division of Cancer
Research working under Prof. E.
V. Cowdry, now chairman of the
City of Hope National Medical
Advisory Council . . . A short
while after former student and
member of the staff at Washing-
ton U., Dr. Howard Bierman,
came to the City of Hope as head
of the Hospital for Tumors and
Allied Diseases and Director of
Research, his first major ap-
pointment was that of "Gene"
to the position he so ably holds
. . . Dr. Roberts accepted the
appointment "because I felt the
great potentialities for doing the
type of research work I have
always been interested in, plus
the fact that the organization is
under Jewish auspices and has as
its goal such high humanitarian
purposes." . . . But beneath the
proud glow on Mrs. Rabinovitch's
face as . she sat staring at Dr.
Roberts was a hidden touch of
sadness . . that her husband
wasn't able to see and hear their
only son . . . Ruvim Rabinowitz,
who for many years was in
charge of the game room at the
Jewish Center on Woodward,
and always felt the beam of
proud radiance at the mere men-
tion of his son, passed away this
year . . . however not before he
had learned that Eugene was
considered one of the foremost
research scientists in the world
in the study of cancer.
