Forum Spotlight's
Israel-Arab Issue

NEW YORK, (JTA) -- The
problems of the Middle East and
the role of that area in world af-
affairs were spotlighted here this
week at ,the New York Herald
Tribune Forum with addresses by
Assistant Secretary of State
George V. Allen, Eric Johnston,
President Eisenhower's special
envoy to the area, Israel Ambas-
sador Abba S. 'Eban, and Syrian
Ambassador Ahmed Shukairy. In
addition, Vice President Richard
Nixon touched on the question in
his address opening the Forum's
second session.
The sharpest words of the fo-
rum sessions came when the ad-
dresses by Messrs. Eban and
Shukairy were heard. The Syrian
envoy spoke first and he lost no
time in presenting the extreme
Arab position — complete with
overtones of warning. 'to Jews
throughout the world. - He said
that "Zionist claims" had caused
a "two-fold tragedy." His first
referenee consisted of 'a charge
of "dual loyalty" against all Jews
everSrwhere. The second was that
non-Jewish inhabitants who, he
claimed, were the bulk of the
population, had been .deprived of
their homeland. His solution was
simple--the Arabs should simply
go back where they came from.
In passing, he struck a blow at
the plan of one of the other
speakers — Eric Johnston when
he said that economic develop-
ment of the area was in no way
-a solution for the refugees.

hearings on alleged violations of
religious clauses of the First
Amendment by the Senate Sub-
committee on Constitutional
Rights, headed by Senator
Thomas C. Hennings, Jr., and ex-
pressed the hope that no legisla-
tive group will undertake such
an inquiry. The joint statement
asserted that, while Congres-
sional hearings are desirable
forms in other matters, public
hearings on controversies among
religious groups on social issues
"may have the effect of sharpen-
ing conflicts."
(Two weeks ago, the American
Jewish Congress - protested against
cancellation of the hearings).

AmbasSador Eban then took the
rostrum. He began by conceding
the dangerous extent of tensions
'in the area, and said that he was,
'. nevertheless, c onv inc e d that
'peace was possible because of a
number of basic factors operative.
They in-chided the clear common
interests of Israel and the Arab
States, the relaxed spirit of inter-
national relations, the common
past and the common future of all
the people of the area.
But he warned against possible
consequences of the current
Egyptian-Communist arms deal
which he termed a "macabre
transaction." He said that Egypt
could have the best possible se-
curity guarantee any time it
wanted it, simply by making
peace with Israel, with approp-
riate international guarantees
such as those alluded to by Secre-
tary • of State Dulles. "If Egypt Demand Trial for Nazi
