Israel circles here, meanwhile, have refuted allegations
by State Department sources that Israel possesses more
military equipment than the Arab League combined and said
that Egypt has not told the truth in describing its arms supply
as inferior to that of Israel.
It has been learned that the Egyptian defense
budget is three times as large as that of Israel. Egypt has
British jet aircraft numbering between 80 and 100 while
Israel has only approximately one-fourth that number. Israel
has fewer than one-half of Egypt's 300 Sherman tanks. Egypt
is also known to have recently purchased 200 tanks from
Belgium. Equipment bought by Egypt from Spain includes
mortars and 2,400 heavy and light machine guns.
Thirty-two of 64. British Centurion tanks bought by
Egypt from England have already been delivered. Despite
Egypt's Communist deal, England will deliver the rest as well
as a number of jet fighters now on order.
Reports have told of Czech intentions to supply Egypt
with hundreds of Stalin tanks and 100 MIG jet fighters. Israel
feels that the new flow of arms to Egypt will definitely en-
courage Egyptian aggressive inclinations. She is, therefore,
renewing her request for American military aid, a request
which has been deferred by the State Department for over
three years.
U.S. Security Council to Discuss Threat
WASHINGTON (JTA)-- The National Security Council
will take up the question of Egypt's acceptance of arms
from Communist countries and of Moscow's offer of other
forms of aid to Arab countries.
The Communist moves in the Middle East are con-
sidered in Washington a threat to world security.
The State Department has not yet received a reply
from Moscow on the warning which Secretary of State
John Foster Dulles gave Soviet Foreign Minister Molotov
that supplying arms to Arab governments would be tanta-
mount to violating the "Geneva spirit."
Molotov was given this warning recently when he
attended the current session of the United Nations General
Assembly. He told Dulles he would report the U.S. view,
to his government in Moscow.
Official circles here fear that the Soviet government
will suggest that to prevent an Arab-Israel war now, the
existing Tripartite Declaration guaranteeing the Arab-
Israel borders should become a declaration not only of the
United States, Britain and France, but also of Russia. Such
a four-power guarantee would hold both the Arabs and
Israel in check no matter where they obtain their arma-
ments, the Russians are reported to have hinted.
The White House has announced that Vice President
Richard M. Nixon's trip to the Middle East has been post-
poned indefinitely. The President's illness was given as
the reason for the postponement.
James C. Hagerty, Presidential press secretary, said it
was decided that it was necessary for Nixon to be available
to preside over the Cabinet and the National Security
Council.
U.S. Ambassador Lawson and Sharett Confer
United States Ambassador Edward B. Lawson visited
Premier Sharett Tuesday. Their discussion was primarily
concerned with the effects of the Communist sale of arms
to Egypt.
Ambassador Lawson returned on Sunday from a meet-
ing of American diplomatic representatives in the Middle
East, held at Beirut, Lebanon. The meeting was addressed
by Assistant Secretary of State for Near Eastern Affairs
George V. Allen, who had flown to Beirut after his talks
with Egyptian Premier Gamal Abdel Nasser in Cairo.
Rep. J. Rooney, Democrat of New York and member
of a subcommittee of the House Appropriations Committee,
declared before he left Israel that he intended to communi-
cate with Secretary of State Dulles to impress on him
his view that swift steps must be taken to prevent an
arms race which would undo all the good that has been
done in the Middle East.
Rep. Rooney also said, "I believe that the American
people will not countenance a situation in which economic
aid to Egypt will, in fact, enable that country to purchase
arms from the Soviet Bloc, with all that it implies for
peace in this area."
Recent Communist actions in the Middle East, including
the supply of arms by the Soviet Bloc to Egypt, were
among eight leading world problems discussed on Tuesday
when Dillies met with President Eisenhower in Denver,
the Secretary of State said. The meeting took place in the
President's hospital room and lasted 25 minutes.
Reds Plan to Send Economic Assistance
LONDON (JTA)—Soviet Ambassador Daniel S. Solod
said in Cairo that Moscow has offered economic aid to
Egypt. He emphasized that Russian economic assistance
was also made available to other Arab states.
A cable from Cairo stated that the Soviet envoy, emerg-
ing from a meeting with Hussein Aziz, Permanent Under-
secretary of the Egyptian Foreign Ministry, told reporters:
"Our economic situation permits us to give aid to any
country—providing that country will accept it." He declined
to say whether the offer got a favorable answer from
Egyptian officials.
Ambassador Solod said no money would be involved
in the Russian aid, which would be in the form of agricul-
ture and building equipment and other materials which
cannot be used for economic development.
The Cairo correspondent of the Times of London indi-
cated that by offering economic assistance to the Arab
countries, Moscow is trying to undermine the American
negotiations with the Arab countries for development of
the Jordan waters on a regional basis for the benefit of
both Israel and, the Arab states.
