'Politics' Stall
By Rep. Walter on Israel Immigration Cohen's Return

WASHINGTON, (JTA)—A spe-
cial body of experts of the In-
tergovernmental Committee for
European Migration will study
the proposal made by Rep. Fran-
cis E. Walter, chairman of the
House Immigration Subcommit-
tee, that Jews from North Africa
be enabled to immigrate to Israel
with financial aid from the
United States Government
through the Intergovernmental
Committee.
The announcement was made
by Rep. Walter, following a two-
hour conference with John D.
Jernegan, Assistant Secretary of
State, and Ambassador Harold
Tittman, director of the ICEM.
Rep. Walter told the Jewish
Telegraphic Agency that he also
intends to discuss the • matter
with Israel ( Ambassador Abba
Eban. He • is planning to visit
Israel early next month and see
how Jewish immigrants from
North Africa are being settled
there.

It was learned from excep-
tionally well-informed sources
that one of the problems con-
fronting ICEM on North Afri-
can Jewry is the difficulty of
determining the numbers that
might be involved. The French,
according to Washington
sources, have restricted exit to
some 3,000 monthly. This mat-
ter is one of the problems
which the ICEM committee will
study.

Rep. Walter made known that
it is by' no means definite that
the subject of North African
Jewish migration will be placed
on the agenda at Geneva. But
he indicated that it is likely that
it will be. taken up.

In order to pay for transport-
ing North African Jews
through ICEM channels, Rep.
Walter said he would endeavor
to increase the size of the
United States financial appro-
priation granted ICEM. This
amount might be matched by
other member countries of

Sr. Neumann, the CSrdinal said:
"If I nourished prejudices or dis-
likes towards. Jews, I would
merely be acting. against myself,
against the doctrine of the
Church and against the greatest
personalities of Christianity, who
were Jews." He added that he
had visited Israel and liked "the
progress and diligence" there. "I
was favorably impressed by the
fact that the Catholic .religion, as
well as other religions, in addi-
tion to the Jewish religion, en-
joys complete religious freedom."

The United Jewish Appeal an-
nounced the formation of an ex-
traordinary overseas Study Mis-
siorL of the nation's most prom- ,
inent Jewish leaders.
They will leave this country in
October for a three week on the-
spot investigation, and will re-
port findings soon after its re-
turn.
William Rosenwald, general
chairman of the United Jewish
Appeal, who will head the Mis-
sion; announced that it will be
comprised of between 40 and 50
business, industrial, professional
and philanthropic leaders whose
studies and investigations will
focus with sharp intensity on the
Jewish plight in North Africa
and with equal force on Israel's
requirements in the face of
mounting immigration from Mor-
occo and Tunisia.
In addition to Rosenwald, the
Mission will include Edward M.
M. Warburg, president of UJA,
and Rabbi Herbert A. Friedman,
UJA's executive vice-chairman. It
is expected to leave New York
on Oct. 14.

CLEVELAND, (JTA) — Rec-
ognizing increasing applications
for admissions and the cost of
specialized facilities and trained
staff to help children with com-
plicated personal problems ; the
Board of Trustees of Bellefaire,
the resident. treatment center in
Cleveland serving troubled chil-
dren from all parts of the coun-
try, approved a .record budget
of $489,966.63 for 1955-56 at its
87th 'annual meeting here. Chil-
dren served last year came from
107 cities in 38 states, he added.
Indicating the trend toward
service for increasingly more
troubled children and the need
to develop special facilities to
meet their needs, Alan S. Geis-
mer, president of Bellefaire,
called attention to the special
school on the institution's
grounds for children not yet
ready to attend public school.
Started five years ago with an
enrollment of four children, al-
most 50 children were enrolled
in the special school when the
fall term opened and the staff
has expanded from one teacher
five years ago to a principal and
five teachers today.
