Congress held a memorial meet-
ing for the late Dr. Noah Barou,,
head of the WJC European ex-
ecutive. After eulogies by people
who had been colleagues of Dr.
Barou's since his Zionist work in
Czarist Russia, a message from
Israel President Itzhak Ben Zvi
was read to the meeting.

Arms Shipments
To Arabs Hidden
By U.S. Secrecy

An American munitions firm,
working under secrecy protected
by the U. S.- Government, has re-
cently contacted the Egyptian
government to offer guns and
ammunition to Egypt.
In a syndicated column early
this week, columnist Drew Pear-
son charged "an ingenious deal
by which Arabs would buy the
same guns now used by Israeli
troops, then capture Israeli am-
munition and fire it back at
them."
He charged that the offer was
proposed to the Egyptian embas-
sy by W. H. Evans, Jr., vice-pres-
ident and resident agent of the
Phoenix International Co., Col-
lege Park, Md.
The list of items offered to
Egypt included 1,800 British Sten
guns, 140 German machine guns
and a number of rifles and am-
munition. -
Part of Evans' letter to the
Egyptian envoy read: "With the
same arms as the enemy, • the
raiders can use their ammo . . .
Suggest immediate decision . . .
before we s ell them else-
where ..."
Pearson points out, "It has
been known for some time that
arms have , been leaving the
United States for Arab countries,
and some of them have been sup-
plied by the U. S. Government.
However, Secretary Dulles has a
firm rule that though arms ship-
ments from this country must be
licensed, the .amounts cannot be
made public. Thus, private arms
brokers can operate under the
complete protection of Govern-
ment secrecy."
In a subsequent column, in
which he interviewed a State
Department official on the arms
secrecy policy, Pearson learned
that the cloak and 'dagger pro-
tection given private arms
brokers has been in existence
since 1935. .
The press, Pearson wrote, has
been denied access to figures on
arms supphes since the Spanish
Civil War, when shipments were
made to the .Franco forces who
were seeking to overthrow the
Spanish government.
The last time information on
private arms shipments was made
public was in 1941. The State
Department's office of munitions
control, however, annually re-
:ports to Congress, and Congress,
if it likes, can make known the
figures.
. Meanwhile, correspondence be-
tween the Phoenix company and
the Egyptian embassy continues,

foreign news agencies visited the
New York headquarters of the
Jewish Telegraphic Agency last
Week to study the JTA's use of
facsimile in the transmission of
news to newspaper. offices.
The JTA is the first American
Agency to utilize the new elec-
tronic development to meet spe-
:cific news problems.
Louis Rocker, president of JTA,
received the agency officials and
Victor M. Bienstock, JTA general
manage r, - demonstrated the
equipment and discuSsed its pos-
sible application to various news
agency communication problems.
A special closed facsimile cir-
cuit was installed in the JTA of-
fice by Western Union so that
the demonstration could proceed
without interferences with trans-
mission of news on the JTA fac-
simile circuit to Yiddish press.
