A Vaccine Against Deli__quency:
Jewish Center's Preventive Role

By JACOB J. JAVITS

Attorney-General of the State of New York

The current emergency over
juvenile delinquency and youth
crime is producing black head-
lines and futile anger. But let it
be said to the credit of our youth
that no matter how sensational
the headlines, • delinquency in-
volves only a tiny proportion of

our youth population. Only 3
percent of children and youth
have been involved in what we
call juvenile delinquency, but
millions of our young people are
un-delinquent juveniles. If par-
ents and legislators and civic
leaders spent as much time un-
derstanding our children and
finding healthy outlets for them,
as many do in getting excited

achieve these are creating a kind
of "Salk vaccine" against delin-
quency. Among the most success-
ful institutions that project these
feelings for our children are the
Jewish Community Centers that

Greetings on the New Year

munities throughout the country.
The Center's program of clubs,
hobby groups, cultural projects,
sports, social activities and op-
portunities for sharing in com-
munal life is a natural for young
people.
Activities and sound moral
standards that make for good
home life, for friendly family to-
getherness produce solid young
citizens at any age. All young-
sters suffer growing pains but
they can be withstood by well-
established relationships between
parents and children. The fact is
that the surest preventative
against delinquency is a happy,
responsible life. It is an old tru-
ism that the family that plays to-
gether stays together: And I have
found that the Jewish Commu-
nity Center is a kind of extension
of the home for it serves the en-
tire family.
When unhappy, angry children
strike out blindly against society,
the active role of good recrea-
tional facilities and planned lei-
sure-time activities can be most
helpful. Individual parents are
often hard put to deal with this
problem, which is not limited to
the underprivileged. But through
participation in community ef-
forts such as Jewish Community
Centers and YM-YWHAs. As
they can find help not only for
,themselves and . their children
but also for other parents and
children too.
For the past decade the
Jewish Community Center
movement, under the leader-
ship of the National Jewish
Welfare Board, has been ex-
panding at a record pace
throughout the country. Mil-
lions of dollars are being pour-
ed into new buildings, enlarged
services, better programs and
improved facilities.
Although juvenile delinquency
has traditionally been less a prob-
lem among Jews than among our
non-Jewish neighbors, we cannot
be smug about this. The old
maxim about an ounce of pre-
vention is still sound. Instead of
getting mad and frustrated about
the problem, let us concentrate
our available resources on the
tried and tested programs that
have demonstrated their capacity
to prevent delinquency while we
deal with the law enforcement
emergency which the failure to
support prevention adequately
has produced.
We need to see that Jewish
Community Center programs
are made available to . every
Jewish youngster and every
Jewish family that wants them.
We need even more to pro-
Vide scholarships and other
practical inducements to young
people to enter Center work as
a career.
We need to strengthen Jew-
ish family life to buttress the
traditional Jewish bulwarks of
education and learning that
have so successfully resisted
juvenile delinquency.
The desire for expanded Cen-
ter programs is everywhere man-
ifest. If in the year 5716 we can
give new impetus and support to
our Jewish youth-serving agen-
cies, to our Jewish schools, to
our morale-building organiza-
tions, we in the Jewish commu-
nity will • have contributed im-
measurably toward building a
generation of better citizens and
more understanding and self- re-
specting Jews.
