Troublesome Middle East Tension
To Plague Opening of United Nations

UNITED NATIONS, N.Y.,—As
the tenth session of the General
Assembly convenes here on Sept.
20, Israel-Arab relations, the ten-
sions in the Middle East, the
threat that area poses to the en-
tire United Nations structure, are
in sharper focus than ever be-
fore.
Thanks for taking "the Pal-
estine Question" out of diplo-
macy's back room, giving it in-
stead a place in the bright glare
of consideration as an immedi-
ate, urgent problem—thanks for
that feat to Secretary of State
John Foster Dulles. On that
point, all here agree.
First through his speech before
the Council of Foreign Relations
in New York, next through a
press conference statement in
Washington a few days later, Mr.
Dulles gave notice to the United
Nations, and to the world at
large, that the United States (a)
at last has framed a Middle East
policy that does not ignore Is-
rael; (b) is ready and willing,
through the United Nations, to
do something to implement that
policy.
However, when it comes to
close examination of the new
Dulles policy on the Middle East
—there is uncertainty.
For instance, Mr. Dulles talks
about straightening Israel-Arab
borders, as a prerequisite to
peace between the Jewish State
and its neighbors. He implies
that "each" side may have to give
up something for the sake of
carrying out the task "of drawing

clear here what such phrasing
may mean. Certainly, the Arab
states will not be asked by the
United States to give any of their
territory to Israel. Is Israel, then,
to be told she must give up part
of her present cramped land?
Mr. Dulles speaks of certain
areas that, as it seems to him,
have mere "sentimental" value
—and therefore should be easi-
ly subject to "adjustment."
Does he mean, perhaps, certain
parts of Israel's Negev, or per-
haps a section of the Galilee
in the north?
Mr. Dulles promises Israel a
treaty guaranteeing its security.
Certainly Israel would like to
have such a guarantee. But which
is to come first—a treaty guard-
ing Israel's security, or peace
with the Arab states? The United
States Secretary of State is am-
biguous here. Nowhere in his
various statements has Dulles ac-
knowledged the fact that the
Arab states have said repeatedly
they simply will not allow them-
selves to make peace with Israel.
It is necessary for Israel, there-
fore, to have that security guar-
antee first, as diplomats here
know very well.
Mr. Dulles' concern with the
plight of the Arab refugees is
understandable. Secretary - Gen-
eral Dag Hammarskjold has ex-
pressed the same concern on be
half of the entire United Nations.
And when Mr. Dulles speaks of
the need for an international
loan to Israel, to help the latter
compensate Arab refugees, he is
giving support to a plan Israel
itself had mentioned in the
United Nations. But will the
Arab states ever agree to a reas-
onable sum for refugee compen-
sation — or will their whirling
tactics keep hiking the figures
to fantastic heights? Some Arab
leaders had already mentioned
sums running well into a billion
dollars.
In true diplomatic style, Mr.
Dulles directs his appeal for a
solution of the major Middle East
problems to "each" side. The
fact is, however, that one of the
sides — Israel — has repeatedly
demanded that the armistice
agreements with the Arab states
be considered as first steps that
must, inevitably, lead to peace
agreements. Not one of the Arab
states has, as yet, accepted that
thesis. All insist that a state
of war exists and that such a
state must continue to exist. Will
United States at the next
General Assembly be willing to
make it clear that "each" side
must accept the will to peace as a
basis toward further progress?
There are still other problems,
questions, puzzlements. Mr. Dul-
les' statements have not provided
the answers, and clear expres-
sions will be called for. But the
fact that the United States has
finally acknowledged Israel's
need for security guarantees is
of great importance. It is well
known here that, for 18 months,
Israel's Ambassador to Washing-
ton, Abba S. Eban, has been in-
sisting on such acknowledgement.
Mr. Eban had spoken during that
year and a half with every major
U.S. policy-maker or adviser in
Washington. He had had eight
conversations on the general sub-
ject with Mr. Dulles himself.
Now, at last, those urgings have
come to the public light. And that
is helpful. How much further
the United States is willing to
go — that remains to be seen.
'Waterfront': Powerful

NY 22), is a perfect sequel to the
author's script "On the Water-
front," which made screenplay
history.
The corruptions, the battles for
union controls, the eruption of
crime on the waterfront, the
heroism of a Catholic priest—
many elements enter into the
story to combine into making it
a great novel, just as its counter-
part was a great film play.
Schulberg, son of a Paramount
Studios production chief, is a well
known scenario and short story
writer and is the author of "What
Makes Sammy Run?" and "The
Disenchanted."
