Zionists Urge U.S.
Promote Permanent
Arab-Israel Peace

Bey Rebuffs Moslems on Ouster of Tunis Jews

NEW YORK (JTA) — A call
for the United States to use its
good offices to promote a perma-
nent peace settlement between
the Arab states and Israel and
to guarantee the inviolability of
the armistice boundaries between
Israel -and its neighboring Arab
states pending such a permanent
settlement was voiced here in a
resolution adopted at the 12th
annual convention of the Man-
hattan Region of the Zionist Or-
ganization of America.

Jacob K. Javits, New York
State Attorney General and chief
speaker at the day's session called
Secretary of State John Foster
Dulles policy statement last
month on the Middle East a "dis-
tinguished and significant begin-
ning" to an American re-evalua-
tion of its policy in the area
which, he said, had been influ-
enced by British oil and military
needs. He said that Sec. Dulles'
proposal gives the initiative for
peace in the Middle East to the
United States and "puts the dis-
cussion about U. S.-Israel rela-
tions in the area of U. S. and
free world security where it be-
longs."

Mr. Javits further opposed the
contention that American secur-
ity guarantees to the Middle East
states should be dependent upon
"prior agreement" between the
Arabs and Israelis. Noting that
the Arabs refuse to deal with
Israel and refuse to recognize its
existence, he asserted that wait-
ing for their prior agreement
would amount, in effect, to giv-
ing the Arabs a veto pOwer over
guarantees to Israel. Other fea-
tured speakers at the conference
were Col. Katriel Salmon, Israel
military attache in Washington,
Dr. Joseph Tenenbaum and Jac-
ques Torczyner, Zionist leaders.

TUNIS (JTA) — Moslem re-
ligious leaders here have re-
newed their appeal to the Bey
of Tunis not to grant approval
to any Tunisian government
which includes Jewish Ministers,
it was learned here.
Thus far, the Bey has not given
in, but has reserved his reply.
It is understood, however, that
he pointed out to the Moslem re-
ligious leaders that it has been
a tradition of the. Tunisian pro-
tectorate to confer Ministerial
rank on a Jewish citizen.
Since 1881, several Jews have
held a Cabinet post equivalent to
Finance Minister and one, Gab-
riel Varlensi, was the Bey's Chief
of Protocol.
It is believed in political circles
here that the achievement of
autonomy by Tunis, particularly
the application of the Convention
on the Status of Persons, will
facilitate the emigration of Jews
who desire to go to Israel. The
convention provides that those
who wish to go to France need
no passport. France is the main
gateway to Israel for Jews from
Tunisia.

"Action," a French language
Neo-Destour newspaper, re-af-
firmed a pledge that Tunisian
Jews need have no fear for their
rights in a self-governing Tu-
nisia. The same issue of the na-
tionalist paper, however, stressed
that Neo-Destour circles have
given no consideration to the
question of Zionism as it affects
Tunisia.

Another year swings into the Jewish calendar—the year 5716.
What a wealth of chronological data
supports a day, a month, a year.
What changes time and circumstances bring
to men and nations.
"For a thousand years in, thy sight are but as yesterday
when it is past" (Psalm 90-4).
. We aim to serve and our lives reflect
that aim. May the New Year bring strength
and peace to the Jewish people in Israel
and throughout the world.
