VICE PRESIDENT NIXON tries on a goodwill tour late this fall. It is understood that the Vice President's tour was suggested by Secretary of State John Foster Dulles and approved by Presi- dent Eisenhower. Adam Clayton Powell, Jr., of New York sailed last weekend for the Middle East where he will make an unofficial offer to act as a Mediator- between Israel and the Arab states.
