Kilgore said he Was hopeful the committee would agree on a bill that would win bi-partisan support. Senator William Langer, chair- man of the subcommittee on refugees, escapees and ex- pellees, said that he is "not so sure" that Scott McLeod, ad- ministrator of the prograin, "was doing everything he possibly could." He warned that if immi- grant visas continue to be issued at the present rate, the program will not be completed by next year. Pointing out that under the Refugee Act 214,000 immigrant visas are to be issued, he said that act had been in operation for two years and only 39,869 visas have been issued, which leaves a balance of 174,131 visas to be issued during a one-year period.
