German Official Resigns in Outrage
Over Dismissal of Otto Kuester

STUTTGART, -(JTA)—A high
government official here has re-
signed in protest against the con-
tinuing injustice being meted out
to Otto Kuester, who was sum-
marily fired as Indemnification
Commissioner for the State of
Baden-Wuerttemberg a year ago,
due to his militant advocacy of
fair and equitable . indemnifica-
tion for Nazi victims.
Dr. Kuester played a crucial
part in bringing the German
reparations negotiations w i t h
Israel to a successful conclusion.
Under his direction, Baden-
Wuerttemberg in recent years
forged ahead of all German states
in the proportion of indemnifica-
tion claims settled and in the
consideration shown Nazi victims.
This • made him d ecidedly unpop-
ular in many German circles, and

JNF Issues Annual
Tisha b'Ab Appeal

The Jewish National Fund
Council has issued a call to
rabbis and leaders of sy-na-
gogues in Detroit and other Jew-
ish communities in the state to
conduct an intensive appeal for
the Jewish National. Fund on
Tisha b'Ab, which this year will
be observed on Wednesday, July
27, and Thursday, July 28.
In . a formal request signed by
Abraham Nusbaum, Daniel-Tern-
chin, Morris Snow and Zvi
Tomkiewicz, co-chairman, the
synagogue committee of the Jew-
ish National Fund asks that,
"the message of the State of
Israel, its people, its struggles
and its triumphs should again be
brought to worshippers who are
gathered in the synagogues on
Tisha b'Ab. We should recall
our martyrdom of the past, and
take comfort in the miraculous
events which led to the re-estab-
lishment of the Jewish State in
our times."
"Now, more than ever before,
we must rededicate ourselves to
the strengthening and securing
of the future of Medinat Israel,"
the app e al reads. "You are
therefore called upon to make
the traditional appeal in your
synagogUe for the Jewish . Na-
tional Fund on Wednesday eve-
ning, July 27."

last year he was ousted from of-
fice on trumped-up charges.
One of the pretexts for his dis-
missal was a confidential apprai-
sal of his work prepared by a re-
tired judge. Dr. H. Teufel, in the
name of Baden-Wuerttemberg's
Minister of Justice, Dr. Wolfgang
Haussmann.
After an appeal by Dr. Kuester
against the prejudiced Taufel re-
port, Judge Walter Mueller, head
of the Criminal Law Division in
the Ministry of Justice, studied
the Teufel files. He was outraged
by the way in which due process
of law had been violated.
Dr. Mueller submitted a report
to the Justice Minister, but was
given to understand that he
would do better to withdraw it.
He then appealed to Baden-
Wuerttemberg's Premier Dr. Geb-
hard Mueller to no avail.
Now Dr. Mueller, until 1953
chief prosecuting attorney in the
Stuttgart area and then one of
the highest officials in the a&
ministration of justice, has done
something exceedingly rare in the
annals of the German service: he
resigned in protest and at the age
of 50 has started a new career.
Due to the peculiarities of the
German system, he must forego
the substantial pension due him
after 23 years in government
service.
