Anglo-Jewish community is inter-marriage. M. Wormser of
France said that in the coming years the social, economic and
religious integration of thousands of North African Jews will call
for efforts "of which the community is .fully conscious, but which
may exceed its powers."
Swiss leader Otto Heim said that although the Jewish com-
munity of Switzerland is one of the most stable in Europe, inter-
marriage is a problem for it, too. H. Lachman of Denmark
stressed that Jews in his country enjoy equal rights and privileges
with all other Danish citizens. €

LONDON—James Marshall of
the American Jewish Committee,
and Rene Cassin, of tie

Israelite Universelle of. France,
called upon the Jews of the
world Tuesday to get behind a
campaign for ratification of the
draft of Human Rights Coven-
ants.
They voiced their pleas at the
Consultative Conference of Jew-
ish Organizations which is be-
ing attended by 100 delegates
from welfare organizations and
Jewish communities in 19 coun-
tries.
"Jews who too often have been
victims pf human rights should
be indefatigable among cham-
pions of those rights," Cassin in-
sisted. He noted that the "cold
war" had stiffened resistance to
the adoption of covenants, but
said: "The fight for human
rights must be carried on at all
levels, internal and internation-
al, by means of conventions, rec-
ommendations and studies."
He said he favored ratification
of covenants though their con-
tents may be "imperfect," as
long as they contain "serious
means of implementation."
Marshall urged United Na-
tions sponsorship of public hear-
,ings in all parts of the world on
the need for human rights. This.
he held, would bring better un-
derstanding of the meaning of
the covenant's text. It would
not, he declared, create opposi-
tion to covenants, although it
would serve to uncover secret
opposition to their adoption.
The AJC leader said that the
time was not yet ripe for the
United States to adopt these
documents, but pledged that
AJC would continue its efforts
in behalf of the covenants.
Norman Bentwich, of Great
Britain, expressed surprise that
the U. S. should hesitate to adopt
the covenants, adding that this
development was particularly re-
grettable since the U. S. had
fathered the idea of the Bill af
Rights.
A warning that small West
European Jewish communities
were in danger of disappearing
within the next few decades was
voiced at the parley Tuesday
morning by Max Gottschalk, of
Belgium, who called for imme-
diate action by the larger Jew-
ish communities to reverse this
trend.
While democracy leaves Juda-
ism free to flourish, he pointed
out, it also permits it to decline
if Jewish family life and insti-
tutions do not offer satisfactions
and bonds necessary to with-
stand the pull away from Juda-
ism.
He urged the establishment of
an international Jewish Educa-
tional and Cultural Organiza-
tion, similar to the United Na-
tions Educational, Scientific and
Cultural Organization, to bridge
the gap between the Jewish faith
and Jews who were "slipping
into another world."

Honor Col. Marcus' Memory

The memory of Col. David
Marcus, distinguished citizen of
New York and gallant soldier
for America and Israel, was hon-
ored on the occasion of the sev-
enth anniversary of his death
on the approaches to Jerusalem
during Israel's War of. Libera-
tion, at a gathering on June 9,
at the Jewish Museum, New
York, held •under the auspices
of the Military, Naval, and Air
Attache of Israel, Col. K. P. Sal-
mon.
Similar ceremonies were held
in Israel. West Point classmates
and military colleagues and
friends of the late Colonel Mar-
eus both in America and Israel
participated these memorial
exercises.
