U.S. Senate Gets Bill to Implement
Eisenhower's Immigration Proposals
WASHINGTON, (JTA)—Sen
Arthur V. Watkins, Utah Re-
publican, introduced a bill to
implement President Eisen-
hower's proposal for changes in
the Refugee Relief Act of 1953.
At the same time, Rep. Francis
E. Walter, chairman of the
House Immigration Subcommit-
tee, expressed doubt that the
President's proposals for immi-
gration revision would be con-
sidered in the House during this
session.
Sen. Watkins said he "strong-
ly endorsed" the proposals as
"sound and essential" to the
smooth functioning of the Act.
He asked that the bill remain
on the Senate desk for several
days so that any Senators wish-
ing to add their names as. co-
sponsors could do so.
Congress was urged -by the
American Jewish Committee to
act "promptly and favorably" on
the President' .:' 10-point plan to
facilitate entry, of refugees "as a
prelude toward the overhaul" of
basic U. S. immigration policy.

SAN FRANCISCO (JTA)—A
State Department visa official
welcomed "constructive criticism
and cooperation" on immigra-
tion laws from interested citi-
zens and groups, but insisted
that the McCarran-Walter Act
is Law and "we cannot take lib-
erty with its language or intent."
Frank L. Auerbackt, special
assistant to the director of the
visa office, spoke before a meet-
ing of the American Immigra-
tion Conference held at the an-
nual forum of the National Con-
ference of Social Work here. He
said that "whenever the law
vests us with discretionary au-
thority we have made and will
make every effort to give it the
most reasonable interpretation."
