Raphael Lemkin Defines Genocide

NEW YORK, (JTA)—The an-
nual Dr. Nissan Touroff Mem-
orial Prize for works in the He-
brew language in the fields of
psychology, art or education
have been awarded to Prof.
Fischel Schneirson of Tel Aviv
for 1954 and Arieh Allweil, well
known Israel artist for 1955, it
was announced here this week by
Edmund M. Melton, who estab-
lished the award. Each award
is for $25.
Prof. Schneirson, supervisor of
the department of psychology
of the Tel Aviv school system,
received the award for his works
"Fundamentals of Chil d Psy-
chology" and "Creativity and
Nervous Tension in Children."
The latter work has been pub-
lished in French by the Univer-
sity of Paris. Allweil received the
prize for his illustrations and
illuminations of the Biblical'
Books of Ruth and Lamentation'
and a Passover Haggadah.
The fund, which is affiliated
with the Hebrew Teachers Col-
lege of Boston, also maintains
an annual lectureship at the
school, where the late Dr. Tour-
off was dean, and awards an an-
nual prize for excellence in stud-
ies to a student of the college.

could have fitted into the social
structure without difficulty. It
was not simply an idea that
changed in later years; the
whole structure of society _ un-
derwent drastic changes. In-
deed, the Bible cautions even
the .King of Israel to beware
of increasing the number of his
wives. 'It is not too difficult to
understand that in certain so-
cieties polygamy could have
been a satisfactory condition.

Rabeinu Gershom put an ex-
press prohibition on polygamy,
accompanied by a threat of ex-
communication, in the tenth
century.
Up to that time there was no
express prohibition in Jewish
law against having more than
one wife. The reasons that
prompted • the great rabbi to
issue this degree which is still
operative among Ashkenazic
Jews are varied. Some claim
that it was done to prevent any-
one from belittling the prestige
of his wife by marrying an-
other. Some claim that it was
done because polygamy could
