negotiations should continue.
Said the General: "Deplorable as
the loss of life in such incidents
is-, it would be unfortunate if
either party should determine to
break off negotiations because
of them. Unless the parties try
to improve the situation in this
way, it is very possible that it
will deteriorate still further."
But at week's end, there was
still no sign that talks were
about to be reamed or that the
Egyptians, whd lent a sympa-
thetic e a r to the UN chief's
plea when Israel soldiers were
killed, would be nearly so coop-
erative now, even though they
suffered no loss of life when the
Israelis retaliated.

As a result, Safnuel Frankel,
chairman of the Center's Build-

that the first unit of the Oak

probably be completed early. in

Although no construction date

Vacation Boma?

The importance of coopera-
tive planning in satisfying
numerous communal needs
and in preventing duplication
of facilities was also empha-
sized by the Master Plan of the
Jewish Welfare Federation
capital needs committee which
has responsibility for capital
planning for the Jewish com-
munity at large.

In all planning, the needs of
other agencies and institutions,
particularly those supported by
the community, are being taken
into consideration. This means
joint consultation and planning
of the building program.
The advantages offered by
joint planning led to consulta-

As a final recommendation,

the Master Plan stated that all
new buildings should be designed
to perthit construction. in sev-
eral stages. This meant that an
initial building unit could be
financed within given limits,. put
into operation rapidly and ex-
panded when necessary.
Following adoption of the
plan, the Jewish Community
Center approached the Jewish
Welfare Federation and the
Metropolitan Detroit Building
Fund and requested financial,
support.
