France'S General Commissioner
for Productivity, have pooled
their knowledge to present an.
account of the findings Of his-
tory in "Economics and Action,"
published by Columbia Univer-
sity Press (2960 B'way, NY27).
The blind empricism and the
scientific -planning which come
into conflict in world affairs;
the struggle to attain peace and
the aim to reduce unemploy-
ment are analyzed keenly by
Pierre Mendes-France.
Although written by French-
men, this work has great value
for all peoples. That is why
UNESCO (United Nations Edu-
cational, Scientific and Cultural
Organization) has joined in
sponsoring it. •
Dealing with peace and the
employment policy, M. Mendes-
France asserts that "if it is
admitted that under-employ-
ment is due to a shortage of

the problem by enlarging the
market through an increase in
the purchasing power of the
least privileged • and through
increased investment."
"One- of the main problems of
the modern world is unemploy-
ment," he writes. "No stability

and under constant threat." He
adds that "on this too hangs
the problem of peace or war."
"Certain experiments," he
concludes,. "have shown convinc-
ingly that high ideals, goodwill
and the desire to 'build a better
world are not in themselves
enough, unless they are accom-
panied by scientific technique,
without which the best of inten-
tions founder. It is, of -course, the
rulers who must be imbued
with these ideas. But it is im-
possible, in a democratic world,
to convince the rulers . without
first winning over those to
whom they owe their pOwer."

Spanish Envoy Urges
Relations with Israel

WASHINGTON, (JTA) — The
Spanish Ambassador urged that
Israel establish diplomatic rela-
tions with Spain and explained
that Israel will be barred from
participation in the forthcoming
Mediterranean Olympic Games
at Barcelona because Israel "did
not participate" in t h e 1951
Olympics held in Alexandria,
Egypt. Israel did not participate
in the 1951 games in Egypt be-
cause it was impossible for it
to do so owing to the Egyptian
attitude toward Israel.
Ambassador Jose Maria de Ar-
reilza was asked recently by
chairman Emanuel Geller of the
House Judiciary Committee to
explain the exclusion of Israel
from the Barcelona Olympics.
In his reply to Rep. Celler, the
Ambassador said: "There was no
deliberate exclusion of Israel,
but what happened was simply
that it had been agreed that the
participant nations were to be
only those that took part in
1951 in the first Mediterranean
games celebrated in Alexandria,
Egypt. , As Israel did not par-
ticipate in those games, an in-
vitation to the forthcoming
games was not sent to her, but
there was no intention or desire
to exclude her deliberately. A
routine formality was followed
in inviting the participants."
Ambassador Arreilza said he
believed "that this kind of mis-
understanding will be avoided
once Israel establishes diploma-
tic relations with our govern-
ment. These do not exist at
present." Israel has thus far re-
frained from establishing rela-
tions with Spain. The Ambassa-
dor offered to meet in person
with Rep. Celler who indicated
that he would see him but a
time has not yet been set.
