the event and to the people who have made it possible.”
The President's talk was the fourth occasion that Pres-
ident of the United States has played a role in the history
of the congregation. .President Franklin Pierce signed its
charter, the only one granted by Congress to a Jewish con-
gregation. President William McKinley laid the cornerstone
for the former temple. President Harry S. Truman laid the
cornerstone for the present building.
The religious service of dedication took place before
the President spoke. Afterwards greetings were extended
by national Jewish leaders. The dedication climaxed the
congregation's observance of the American Jewish Ter-
centenary.
(In New York, the American Jewish Tercentenary
Committee revealed that Dr. Wayne C. Grover, Archivist
of the United States, had predicated that current explora-
tion of documents in the National Archives "will result in
the location of a truly significant body of manuscripts re-
flecting the rich and varied contributions of American Jews
to our national history."

African Jewry.
The • Lubavitcher program in
North Africa embraces 74 schools
with over 4,000 children who are
taught elementary and vocation-
al subjects. Publications in
French and Hebrew, specifically
designed for these backward
countries, have been printed by
the Lubavitcher Overseas Divi-
sion.
Aided largely by the JDC, the
Lubavitcher education program
has successfully systematized
the educational planning in
North Africa and has advanced
it. from its previous shocking
level.

Sign Oil Pact with USSR, But Israel Keeps Drilling

JERUSALEM, (JTA)
An
agreement increasing Israel's
oil purchases from the Soviet
Union from 200,000 tons to 370,-
000 tons has been signed by
Ambassador Joseph Avidar, the
first such talks to be undertaken
by him since his recent ap-
pointment to the Moscow Em-
bassy post.
The most favorable oil drilling
to date in Israel is located near
Beersheba, on the site of the

American Jewry on Its Tercentenary

NEW YORK—American Jewry,
which has become the leading
Jewish community in the world
outside of Israel, must face in-
escapable responsibility of mak-
ing "main decisions for the
future development and destiny
of the Jewish people as a
whole," Dr. Nahum Goldmann,
president of the World Jewish
Congress, declared here Tuesday
at a reception.
The event, attended by more
than 150 prominent civic lead-
ers, was sponsored by the
World Jewish Congress as a
tribute to the American Jewish
community on its Tercentenary
anniversary.
A highlight of the program
was the presentation by Dr. Is-
rael Goldstein, chairman of the
Western Hemisphere Executive
of WJ Congress to Ralph E.
Samuel, chairinan of the Ter-
centenary committee, of two
bound volumes containing con-
gratulatory messages to the
American Jewish community
from Jewish communities in 57
countries throughout the globe.
Greetings written in a dozen
different languages by organiza-
tions and communities affiliated
with WJCongress came from
such far off areas as India, Fin-
land, Rhodesia, Malta, Japan,
and Ecuador.
In his remarks at the recep-
tion, Dr. Goldmann said, "Amer-
ican Jewry has, during the last
two decades, become the lead-
ing. Jewish community in the
world. It's life and development
, will set the tune of Jewish life
everywhere. After the disap-

pearance of the largest part of
European Jewry it is natural
that the hegemony of Jewish
life and leadership has passed
to the community of the United
States of America. This imposes
great obligations on American
Jewry and creates responsibili-
ties which this community has
not yet begun • to discharge
fully."

Mapai Scores Win
In Histadrut Vote

JERUSALEM,' (JTA) — T h
results of the Histadrut elections
revealed a tremendous victory
for the Mapai, the Israel Labor
Party. Of the 500,000 members
of Histadrut, Israel's Federation
of Labor, 75 per cent participat-
ed in the elections. .
Of the total votes cast, the
Mapai received 60 percent, com-
pared. with 57 percent received
in the last election. The L'Ach-
dut Avodah group received 16
percent and the Mapam secured
12, percent.
In the last elections these two
groups received together, on the
united Mapam list, 34 percent of
the total vote. The Communists
received four percent which is
one-half percent more than in
the last elections.
T h e Progressives, known as
Haoved Hazioni, and the Gen-
eral Zionist laborites each re-
ceived two-and-a-half percent
of the total vote. The religious
laborites received an even small-
er fraction of the votes cast.
Slight changes are still pos-
sible when the count in all the
1,800 polls throughout the coun-
try is completed, but the overall
picture will remain steady.

Up to 100 persons — handi-
capped Jewish DPs and their
dependents living in Germany
and Austria—will be accepted by
Norway within the next few
months under a special program
of the Norwegian Government
and the Joint Distribution Com-
mittee, it was announced by
Moses A. Leavitt, JDC executive
vice-chairman.
The agreement was reached by
the Refugee Council of Norway,
representing the government,
and Charles H. Jordan, assistant
director-general of JDC, U.S.
welfare agency aiding needy
Jews abroad. According to the
agreement, JDC will provide fi-
nancial aid for the expansion of
rehabilitation services now used
by Jewish immigrants living in
Norway and to be utilized by
the newcomers. Those immi-
grants requiring additional med-
ical care will be placed in hos-
pitals and sanatoria by the Nor-
wegian government, which will
also provide vocational training
for those still requiring it to
enable them to integrate into
the economic life of the country.
The processing and transport of
the Jewish migrants will be in
the. Charge of. the United Hias
