Congressman Louis Rabaut, of
Detroit, co-sponsored-the bill in
the House of Representatives.
In his speech in the - Senate,
introducing his bill, Senator Mc-
Namara said in part:
"Inasmuch as my own great
State of Michigan and the Uni-
versity of Michigan made great
contributions to this ' historic
event, I think it fitting that I
should make some remarks about
it, and that I should introduce
for appropriate referral, a bill to
make my remarks effective.
"I am referring to the dis-.
covery and the successful tests
of the Salk Vaccine- against
poliomyelitis. • It is the opinion
of the medical profession, that
this is one of the great steps
forward in man's steady march
toward victory over disease and
deformity. •
"Now a great scientist has
found a way to prevent the
disease on a nation-Wide scale.
Soon his discovery will be aVail-
able not only to the people of
America, but to the people of
all the world. This is far better,
it seems to me, than the atomic
bomb, which speaks of destruc7
tion. Here is a profound dis-
covery that speaks only of heal-
ing and of peace. It is our gift
to the world.

"Dr. Salk, in the great tra-
dition of the highest, level of
ethics of the medical profes-
sion, gains nothing materially
from his great discovery.
Therefore, I-- propose in - the
bill which I am now introduc-
ing, that Dr. Jonas Salk be
given an award of $10,000 a
year throughout 'his natural
life. This is not to' be consid-
ered in the light of a payment
for his services, but as an
award from a grateful people
to a. great scientist, so that
Dr. -Salk may be removed from
the anxieties and disturbances
of seeking a livelihood, and
may be able to ti continue to
devote his great talents to the
service of mankind in dignity
and in peace.

"The manufacture of the Salk
Vaccine appears certain to en-
sure earnings of many, many
millions of dollars to the pharm-
aceutical manufacturers who
produce it. It will mean the ad-
dition of important revenue to
the Treasury of the United
States through the corporation
income tax. In' good conscience,
we can do no less than see that
an award which will. give the
great discoverer financial se-
curity shall be made.
"This bill. to give an award
to Dr. Salk, if enacted, will be
something new in our history,
or at least so I am told. It
seems to me that our nation can
well afford to do honor in a
practical way to Dr. Salk, and
in so doing to honor all the
selfless scientists and physicians
who make great sacrifices for
the well-being of all of us."
The McNamara-Rabaut bill
reads in part: ".. . in recogni-

In announcing the introduc-
tion of the bill Rep. Rabaut
expressed the opinion that too
often our tributes • to the great
contributors of the medical sci-
ences are limited to citations and
commendations of our civic and
scholastic institutions. "This is
not a significant grant when
measured alongside the mental
and physical suffering that this -
man has erased from the world,"

was Congressman Rabaut's ob-
servation.
