of the four-point border policing

the U.N. Truce Supervision Or-
ganization in Palestine. Such a
program, the Secretary-General
said is "realistic and solid and
has the Secretariat's full support.
The Secretary-General felt
that "it is highly regrettable
that Security Council resolutions
adopted only last week on the
Palestine question were not fol-
lowed by more peaceful condi-
tions." He felt, however, that the
UN will know more precisely
about what has happened on the
Israel-Egypt border after this
week's Council 'meeting.

LONDON—The British govern-
ment is ready to offer guaran-
tees of support of any settle-
ment between Israel and the
Arab states,- and stands
behind the guarantees of Israel
security which she outlined as
a signatory to the tripartite dec-
laration, Foreign Secretary Sir
Anthony Eden declared in the
House of Commons Monday
night, at the conclusion of a
debate on Britain's adherence to
the Turco-Iraq Pact.
The Foreign Secretary stress-
'
ed that in the view of' the Brit-
. ish government any Arab-Israel
settlement must cover the ques-
tions of the future of the Arab
refugees, the borders and de-
velopment of the Jordan River.
Sir Anthony's statement came
after considerable criticism
from the Labor benches where
members of the former Labor
Cabinet criticized the British
government's policy in the Mid-
die East as too pro-Arab.
Sir Anthony declared that
"We have got by every means in
• our power to bring about a set-
tlement between Israel and the
Arab states. As far as I am con-
` cerned," he continued, "we
should be perfectly ready to en-
• ter into some new form of guar-
antee for that settlement"- He
underlined this promise by ad-
ding, "we would be willing if
need be to enter into further
engagements ourselves to back
up the arrangement that was
arrived at."

that there was no possibility of
getting any Arab-Israel settle-
ment which did _not include at
least a. settlement of the refugee
problem, the question of fron-
tier settlement and the problem
of the Jordan River matters.
"All three are -complementary
parts of any settlement, and you
will not be able to reach a last-
ing agreement of any one of
them except if you reach agree-
ment on all three," he said.
Britain is still working on the
problem of improving relations
between the parties, he said, ex-
pressing doubt that the tripar-
tite declaration — support of
which he reiterated — could be
improved upon in any treaty.
He recalled his declaration of
last December to the effect that
Britain was bound to go to Is-
rael's assistance if Israel were
attacked. "That is where we
stand," Sir Anthony insisted,
"that is the obligation we have
towards Israel." He also said
there was no evidence that eith-
er the United States or France"
—the other two signatories of
tripartite declaration — were
speaking in support of it.
