(JTA)—The United States dele-
gation pressed for a Security
Council resolution which would
censure Israel for "aggression"

across the Gaza strip frontier in
Egyptian-held territory on the
night of Feb. 28, the Jewish
Telegraphic Agency learned
from authoritative sources.
The United States delegation
made it clear here in diplomatic
discussions that it does not

Egypt and that it does not want
the Council at this stage to
probe into the underlying causes
of the border strife. It wants
no action that might be con-
strued as an effort to push the•
Arab States into discussing
peace with Israel.

Representatives of the Unit-
ed States, Great Britain and
France met with UN Secre-
- terry General Dag Hammar-
skjold and Maj. Gen. E. L. M.
Burns, head of the UN truce
supervision organization in
Palestine to discuss the Pales-
tine situation.
It was learned subsequently
that the United States delega-
gation is pushing a three-part
resolution which would cen-
sure Israel for the Gaza in-
cident, ask "both" sides to
prevent further clashes along
the Israel - Egyptian border
and ask "both" sides to help
Gen. Burns in his task of
policing the Israeli-Arab arm-
istices.

Lehrman Praises Israel

For Egyptian Peace Bid
Senator Herbert H. Lehman
praised the Israeli proposal
for a peace code with Egypt
and urged the United States
Government to use its per-
suasive power upon Egypt to
accept the proposal as a basis
for negotiation.
Speaking before the Senate,
Lehman said that the peace
proposal made by Ambassador
Abba Eban in the Security
Council was the "first con-
structive proposal I have heard
in many months to deal front-
ally with the tragic tensions
which now exist between Is-
rael and her Arab neighbors."

The American position emerg-
ed clearly after the second meet-
ing of the Security Council to
discuss the Gaza case and ap-
parently failed to give any con-
sideration to Israel Ambassa-
dor Abba S. Eban's dramatic
bid for peace voiced at that
meeting.

WASHINGTON, (JTA)—A re-
port on a survey mission which
examined problems in the Mid-
dle East informed the House
Foreign Affairs Committee that
"in Israel the official attitude
appeared to be that American
aid was so clearly in our in-
terest that acceptance of it in-
volved no obligation to our
country."
The report was submitted by
committee chairman James P.
Richards, South Carolina Demo-
crat, and Rep. John M. Vorys,
of Ohio, ranking Republican on
the Committee. Their conclu-
sions were based on a trip they
made to the Middle East.
It was recommended in the
conclusion of this report that
no country without a military
agreement with the United
States should get aid. Rep. Vorys
was asked what about countries
like Israel which wants a mili-
tary agreement but has been
refused. He failed to answer
this question.
The attention of the House of
Representatives was called to
the fact that within a period
of three months the United
Nations Mixed Armistice Com-
mission censured Egypt 35 times
and Israel 15 times for border
incidents.
Congressman Emanuel Celler,
speaking from the floor of the.
House urged the State Depart-
ment to stop favoring the Arab
states.
