ADL Attacks Congressional Report
On Immigration as 'Statistical Hokum'

NEW YORK, (JTA)—The an-
ti-Defamation League . of Bnai
Brith criticized as "statistical
hokum" a Senate-House staff
report supporting the McCarran-
Walter Immigration Law.
Challenging the report, Henry
Edward Schultz, the League's
national chairman, said it was
drawn by apologists for the con-
troversial law. He disputed the
report's conclusions as being
based on "invalid and unfair"
comparisons.
Schultz said that the report,
"seeks to justify the present
immigration law because the
number of immigrants we al-
lowed in last year was higher
than that of 1953.
"The report plays up the sta-
tistic that 94.098 quota immi-
grants arrived here last year,"
the ADL leaders said. "But it
ignores the more pertinent fig-
ure that some 60.000 visas were
unused, despite the fact that
there is a treniendous unsatis-
fied demand for visas in many
countries throughout the world."
Meanwhile, in Washington,
Attorney General Herbert
Brownell, Jr., said he does not
believe the Justice Department
has been assigned an imple-
menting task to bring about re-
vision of the McCarran-Walter
Immigration Act in conformity
with President Eisenhower's
State of the Union request for
revision of the Act.
Brownell added, however, that
he would check with Gen. Jo-
seph M. Swing, Commissioner of

Immigration and Naturalization,
in order to be sure. The Attor-
ney General spoke in reply to a
question put to him by Milton
Friedman, Washington corre-
spondent of the Jewish Tele-
graphic Agency, who asked what
the Justice Department was do-
ing to implement revision of the
discriminatory immigration law.
Another question put to Mr.
Brownell by Friedman concern-
ed a challenge by Chairman
Francis E. Walter of the House
Immigration Subcommittee for
the Justice Department to pro-
duce specific recommendations
for McCarran-Walter revision.
Rep. Walter has said that if
President Eisenhower were "sin-
cere" in his criticism of the Mc-
Carran-Walter act, he would
"have the Attorney General of
the United States submit spe-
cific legislation."
The Attorney General said
that in a communication to Rep.
Walter he took the position that
a number of bills have been in-
troduced in Congress In which
the Justice Department is very
much interested and would be
glad to testify soon if requested.
