Widespread Israel Reaction

TEL AVIV, (J T A) — David
Ben-Gurion's dramatic return
to office in the Israel govern-
ment, after •4 months of semi-
retirement, announced in a
broadcast by Premier Moshe
Sharett, stirred the entire coun-
try and was the chief topic of
discussion everywhere.
The 68-year-old former 'Pre-
mief and Defense Minister is to
assume the Defense Ministry
vacated by Pinchas Lavon. Mr.
Lavon, a member of the domi-
nant Mapai Party, reportedly
resigned after protracted policy
differences with Mr. Sharett.
His resignation, first tendered
on Feb. 2, was delayed pending
further policy discussions be-
tween him and the Premier.
Mr. Lavon declined to re-
veal the nature of his dif-
ferences with Mr. Sharett be-
fore he informs the Parlia-
mentary Foreign Affairs and
Security Committee of the
reasons for his resignation.
He had held the portfolio
since Mr. Ben-Gurion retired
from the government in De-
cember, 1953;
It was learned later, however,
that Mr. Lavon's resignation was
precipitated by Mr. Sharettfs
refusal to agree to proposed
changes by Lavon in the defeat-
ed' set-up.
The Jerusalem Post, in an ex-
clusive, circumstantial report,
described the feverish activities
which preceded the stun4ing
announcement that the veteran
Israeli leader had agreed to
emerge from retirement in the
Negev to assume a key cabinet
post.
According to this paper's re-
port, Premier Sharett sent a
delegation to Mr. Ben-Gurion
composed of two close associ-
ates in the Mapai Party, Labor
Minister Golda Myerson and
Mordecai Namir, secretary gen-
eral of the Histadrut, the Gen-
eral "Labor Federation of Israel.
They gave Mr. Ben-Gurion a
full report of the situation with
respect to Mr. Lavon and con-
veyed to him Mr. Sharett's per-
sonal request that he assume
the Defense portfolio.
Mrs. Myerson left the Ben-
Gurion retreat at Sdeh Boker
in the Negev and met Mr.
Sharett at Kibbutz Netzer Se-
reni, where he had participated
in a memorial meeting. She
gave the . Premier .Mr. Ben-
Gurion's affirmative response,
and Mr. Sharett thereupon is-
sued the statement which in-
formed the nation of Mr. Ben-
Gurion's return.
This statement was broad-
cast to the country within two

hours of the .first broadcast an-
nouncing Mr. Lavon's resigna-
tion.
Sharp criticism of the pro-
cedure which led to Mr. Ben-
Gurion's return to the Cabi-
net was voiced in the right
and left - wing newspapers.
These papers charged that no
consideration had been given
to the fact that Israel. is gov-
erned by a coalition and as-
serted that neither Mr. Lavon
himself, nor the General
Zionists, Progressives and Re-
ligious Bloc members of the
Cabinet had been informed of
Mr. Sharett's approach to Mr.
Ben- Gurion.
Mr. Sharett's alleged failure
to consult Mapai's partners in
the Cabinet came under heavy
fire from Haaretz and Haboker,
General Zionist organs, and
from Hatzofeh, the Mizra.chi
paper. This failure, they assert-
ed, made the Defense Ministry
a' "Mapai monopoly."
Newspapers of the extreme
Right and Left seized the in-
cident to denounce the whole
policy of the government . on
foreign affairs, doinestic issues
and security, and took the view
that Mr. Lavon's resignation
marked the "capitulation" . of
the Sharett government. They
called for the immediate resig-
nation of the government.

LAVON PAYS TRIBUTE
TO BEN-GURION
TEL A V I V. (JTA)—Pinchos
Lavon paid tribute to Mr. Ben-
Gurion at a reception Monday
night, given in Lavon's honor
by Israel's Chief of State, Maj. -
Gen. Moshe Dayan and other
high officials of the Defense
Ministry. Mr. Lavon expressed
his confidence' in the leadership
of Mr. Ben-Gurion whom he
termed "the creator - of the
army."
Gen. Dayan praised Mr. La-
von for his service during the
14 months he held the defense
portfolio, stating that all de-
fense force branches, land, sea
and air, had been strengthened
during that time.

Milwaukee Jewish Fund
Frowns on New Drives

MILWAUKEE, (JTA)—A reso-
lution aimed at discouraging
beneficiary organizations of the
Milwaukee Jewish Welfare Fund
from conducting separate fund-
raising campaigns in this city
for the next' two years, was
unanimously adopted by the
welfare fund's executive com-
mittee. The resolution provides
that such agencies would have
to obtain prior permission from
the Welfare Fund before they
could hold a campaign here in
1956, and bans them altogether
in 1955.
The resolution has not yet
been passed by the board of di-
rectors of the Welfare Fund. It
was presented to a membership
meeting which decided not to
act on it until the board had
considered it. The matter was
termed here "the hottest" issue
in recent years.
Community organizations
which are not beneficiaries of
the fund were urged to cooper-
ate with the terms of the resolu-
tion, and it added that all ben-
eficiaries would be "required" to
do so. The resolution also asked
that the communal leaders exer-
cise "personal restraint" with re-
gard to unapproved campaigns
and refrain from participating
in or contributing to campaigns
at variance with the temporary
policy expressed in the resolu-
tion. .
Harry Bloch. Jr., newly-elected
president of the Fund, said that
a meeting of the group's board
would be called for the special
purpose of considering the Com-
mittee report and the resolution.
He also said that he would call a
general membership meeting for
final disposition of the resolu-
tion after the board considered
it.
