Germany to Pay $90,000,000
On Jewish Claims This Year

BONN, (JTA) — West Ger-
many's Federal budget for 1955-
56, submitted by the Ministry of
Finance to the parliament for
a p p r o v a 1, appropriates the
equivalent .of $74,000,000 for Is-
rael reparations, $36,000,000 for
indemnification, $7,000,000 for
restitution of identifiable prop-
erty, . $2,900,000 for pensions to
former German rabbis or com-
munal officials, and $48,000,000
for the victims of Nazi medical
experiments. The total of these
payments constitutes just under
two percent of the Bonn Treas-
ury's anticipated tax revenue.

Confidence in
Israel Cabinet

JERUSALEM, (JTA) — The
Israel government won a confi-
dence vote in Parliament after
the righwing Herut attacked it
and introduced a motion of non-
confidence. The vote . upholding
the Sharett government was
66 for, seven against and 12 ab-
stentions. The leftist Mapam
and Achdut Avodah parties and
the Communists abstained.
Herut charged that the gov-
ernment was maintaining a "de-
featist" policy, retreating on
such political . issues as the Bat
Galim case and the Syrian cap-
ture and detention of five Israel
solqiers.

When allowance is made for
benefits accruing to non-Jewish
victims of Nazism, the Federal
Republic's 1955-56 budget pro-
vides an aggregate total of about
$90,000,000 for Jewish claims of
all categories, not counting the
$14,000,000 in reparations funds
that have already been spent.
This constitutes an increase of
$20,000,000 over the current fis-
cal year.
More than $14,000,000 out of
the $74,000,000 designated for re-
parations purposes, has been in-
cluded in the new budget only
as a bookkeeping device, to cov-
er earlier Israel purchases for
w h i c h no appropriation had
previously been asked or made.
For actual deliveries, only $60,-
000,000 will be available in the
forthcoming fiscal year.
The reparations agreement
sets $74,000,000 as the "normal"
rate, but West Germany, in spite
of her unprecedented economic
boom, is for the second year in
sucession in taking advantage of
an escape clause permitting her,
as a last resort if she should
find herself in economic straits,
to restrict payments to a min-
imum of $60,000,000 per year. I

JNF Foundation
Members to Hear
Judge Rosenblatt

Judge Bernard Rosenblatt,
president of the Jewish National
Fund Foundation, will address
a dinner of Detroit Foundation
members, Wednesday evening, at
Holiday Manor.
William Hordes, chairman of
the board of the JNF Council
of Detroit, stated that Judge
Rosenblatt will evaluate the im-
portance of bequests to the JNF.
There will be no solicitations at
the dinner.

Authority Planned

JERUSALEM — A plan for
the creation of a joint Israel
government-Jewish National
Fund authority_to set land poli-
cy in Israel was placed Tuesday
before the session of the Jew-
ish Agency Executive here by
Abraham Grannott, world head
of the JNF.
The plan calls for the crea-
tion of a public body with equal
representation from the govern-
Ment and the JNF to formulate
public policy dealing with land
use and amelioration, reclama-
tion, afforestation and swamp
drainage projects and the leas-
ing of land to settlers. It is pro-
posed that the Authority be fi-
nanced by funds from three
sources, JNF income from Con-
tributions, annual contributions
from the Zionist Organization,
and rents from JNF - owned
lands.
In the event this plan is ac-
cepted, it is proposed that the
JNF continue its independent
existence as a national institu-
tion, both here and abroad, re-
main an integral part of the
World Zionist Organization and
continue its fund raising activi-
