Jewish agency's agenda.
As far back as the depression,
the U.S. public welfare system
made the government respon-
sible for meeting the basic
economic dependency needs of
the entire population. With the
establishment of the social se-
curity system and the expansion
of governmental welfare pro-
grams, Jewish agencies were able
to experiment with new prob-
lems and to pioneer in new
methods and programs.
Nazism produced huge over-
seas relief and rehabilitation
needs. The establishment of
the State of Israel and the war
of independence were the
focal points around which
our community organizations
achieved their peak fund-
raising efforts in 1948.
One of the greatest unifying
forces in Jewish life has been
the large-scale development of
fund-raising for overseas, with
the Joint Distribution Commit-
tee and the United Palestine
Appeal as partners nationally in
the United JeWish Appeal and
the local. Federations and Wel-
fare Funds carrying the cooper-
ating responsibility of organiz-
ing and conducting the annual
campaigns and of relating the
overseas needs of dOmestic pro-
grams.
United action—in fact, com-
munity organization itself—de-
pends, as it always has, on - the
voluntary participation of in-
dividuals. In experimentations
With structure, democracy or
unity is not secured by counting
paper memberships or by me-
chanical forms of representation.
Membership in the Jewish com-
munity is achieved by an act of
choice.
For the most • part, communi-
ties learned that by sharing ex-
periences they can avoid repeat-
ing each other's mistakes and
can benefit from each other's
successes. This realization had
led to the formation in 1932 of
the Council of Jewish Federa-
tions and Welfare Funds.
The Council, emerging from
the earlier Bureau of Jewish
Social Research and the Na-
tional Appeals Information
Service, grew out of the spon-
taneously expressed desires of
communities throughout the
country.
Federations all over the land
felt a deep need to get together
to help each other, to strength-
en local resources and to deal
jointly with the national forces
operating on the local scene.
The Annual Assembly soon came
to be recognized as the forum of
forums for consideration of com-
munal matters.
Some groups, however, are un-
aware that what is of special
concern to them also affects the
whole complex of Jewish com-
munity organization.
A grazing ground for contri-
butions can become barren un-
less attention is paid to natural
laws. All in all, however, there
is a developing homogeneity in
the Jewish community.
This is true not only for our
agencies but for our people,
too. We are now mostly native-
born and products of the com-
mon public school and Amer-
ican milieu. It is not unlikely
that as our young men and
women assume leadership, they
will demand the further elim-
ination of duplication and the
integration of services.
They will not understand that
duplication, if labeled democra-
cy, is laudable. We may then
make a telling contribution to
Jewish education by emphasiz-
ing the common e 1 e in e n t s
which become increasingly ob-
vious.
Here, however, we contend
with advocates of centrality for
the synagogue but de-centrality
for Jewish education.
