JERUSALEM, (JTA)--A pro-
posed 1955 7)56 national budget of
633,175,000 Israel pounds was
placed before the Israel cabinet
here Monday by Finance Minis-
ter Levi Eshkol. The document
calls for an eight percent in-
crease over last year's expendi-
tures.
Mr. Eshkol said that the bud-
get . would require no increase
in taxation. He noted that re-

Assail Isolation of
Israel in UNESCO
Work in Middle East

MONTEVIDEO, (JTA)--An at-
tack on the isolation of Israel
from the other countries of the
Middle East within the frame-
work of the United Nations Edu-
cational, Scientific and Cultural
Organization was delivered here
by Arieh Kubovy, Israel Minister
to Argentina and Uruguay, who

heads the Israel delegation at
the current UNESCO session
here.

Dr. Kubovy warned the Arab
union that the attempt to elim-
inate Israel from the 'Middle
East is as vain an enterprise as
to attempt to erase from history
and geography Mount Sinai. He
declared that if Israel did not

contribute to the spiritual en-
richment of the world, "its res-
urrection will not have been for
us and for humanity more than
a cruel deception." Dr. Kubovy
thanked the UNESCO for its
work in Israel...

obtain a bi-partisan agreement
to take the question of Israel
and the Arab -States out of do-
mestic politics." -
Among other things, he rec-
ommended that Secretary Dulles
appoint "a Middle East board of
inquiry" to be headed by Ber-
nard Baruch as a representative
Democrat and Chairman Lewis
H. Strauss of the Atomic Energy
Commission, a Republican. It
was not indicated whether Mr.
Baruch or Mr. Strauss had been
consulted about the proposed
board. Mr. Lilienthal envisaged
it as a "bi-partisan" move to
establish the facts of the situa-
tion of Arabs in Israel and of
Jews in the Arab states.
Mr. Lilienthal .apparently has
no official association with any
American Jewish organization.
An inquiry made to the office of
the American Council for Juda.-
ism brought the response that
he has been a nominal member
but is not connected with it in
.any official capacity either as
a volunteer or as a member of
the staff.
