Dulles Tells Arabs Ambassador Lawson
W.11 Present Credentials in Jerusalem
WASHINGTON, (JTAl—Secre-
tary of State John Foster Dulles
informed an Arab League dele-
gation that the American Am-
bassador to Israel will present
his credentials in Jerusalem • but
that this fact "implies no change
in our attitude regarding Jerus-
alem nor does it imply any
change in the location of the
United. States Embassy in Israel,
which is in Tel Aviv."
The ambassadors of Jordan, •
Lebanon, Iraq, Yemen, Saudi
Arabia, Libya, Syria and Egypt
called on Mr. Dulles, the State
Department said,- "to make
known the views of their gov-
ernments with respect to the
plans for the presentation of
credentials in Jerusalem by the
appointed American Ambassador I
to Israel, the Hon. Edward B.
Lawson."
The State Department said
that "in the course of the con-
versation the Secretary recalled
the policy of the United States
Government to look to the
United Nations as primarily res-
ponsible for determining the
future status of Jerusalem. Fol-
lOwing normal practice, the
presentation of credentials would
be

son at the place where the Chief
of State actually is.
- The Jordanian Ambassador,
who acted as spokesman for the
delegation, said Mr. Dulles con-
firmed that the presentation by .
Mr. Lawson in Jerusalem had
already been arranged. Asked
what he expected Mr. Dulles to
do, the Jordanian replied that the
Arabs have now left it in his
hands "and now we will see what
he will do."

Eden's statement that the terms
of the Tripartite Declaration of
1950 obligate its signatori6s, in-
cluding Great Britain, to come
to Israel's aid in the event it is
attacked by the Arab states.
Sir Anthony's statement,
winding up debate in the House
of Commons on Britain's Middle
East policy, went much farther
than anything the British gov-
ernment had ever said regard-
ing support of Israel in the
event it is a victim of aggres-
sion. It is the strongest inter-
pretation of the declaration yet
made by any responsible minis-
ter of the governments of any
of the signatory powers, the
United States and France, as
well as Britain.
Sir Anthony insisted that the
Tripartite Declaration had been
under-estimated and was in fact
"extremely far-reaching" in its
guarantees. He asserted that the
terms of the recent Anglo-Egyp-
tian agreement an the Suez
Canal which guaranteed British
military aid to Egypt in the
event of aggression from the
outside "excluded" any possibil-
ity of British aid to Egypt
against Israel.
Observers here commented
that the expressions of friend-
ship for Israel which were so
evident in the statements '-of the
Foreign. Secretary and Minister
of State Anthony Nutting, who
opened the debate for the gov-
ernment, were forthcoming be-
cause of the quite evident Sym-
pathy for Israel in the ranks of
the government supporteds, as
well as among the Laborites and
Liberals. They noted that the
government's identification with
the general pro-Israel sentiment
in the House was at one and the
same time an invitation to Is-
rael to seek elaboration of Sir
Anthony's views and a warning
to the Arabs.
The Foreign Secretary was
pessimistic of the possibilities of
settling the Arab refugee prob-
lem until some steps could be
taken toward a general political
discussion between Israel and
the Arabs.
Jordan Asks Big 3 to Halt
Israel Water Projects
LONDON, (JTA)—The govern-
ment of Jordan has appealed to
the United States, Britain and
France to prevent alleged Israeli
diversion of Jordan River waters,
it was reported from Amman.
Foreign Minister Walid Saleh
called the envoys of the three
powers to his office yesterday
and asked them to intervene un-
der the terms of the Tripartite
Declaration of 1950. He report .-
edly told them that Jordan had
discovered three major irrigation
projects being worked on by Is-
raelis on the Israel side of the
river.
Israel Releases More Funds in
Blocked Arab Accounts
JERUSALEM, (JTA)—The Is-
rael government announced fur-
ther release of 3,000,000 pounds
in blocked Arab accounts. The
announcement followed negotia-
tions in Paris between Gideon
Raphael, representing Israel,
and the General Refugee Con-
gress of Israel, represented by
Yachia Hamudi and Mohamed
Yachia, members of the Con-
gress' executive.

Winston Churchill Pledges
Friendship to Israel
REHOVOT, (JTA) — Prime
Minister Sir Winston Churchill
told Israel in a special message
to memorial services for the
late Dr. Chaim Weizmann, that
she could rely on Britain to do
everything possible to contribute
to the peace and prosperity of
the Middle East. His message
was read by Earl Jowitt to an
audience of 4,000 prominent per-
sons, including cabinet minis-
ters, members of -the Knesset,
members of the diplomatic corps,'
Maj. Gen. E. L. M. Burns, UN
truce chief and representatives
of minority groups and tourists.
Sir Winston said that he and
Dr. Weizmann had been "friends
for many years and I always ad-
'mired his patierfce and' resolUte
resistance to violence and ex-
tremism. Israel, which his vision
and tenacity did so much to
create, . is still confronted by
many difficulties, but it can rely
on us to do all we can to con-
tribute to the peace and pros-
perity of the Middle East."

met with Prime Minister Moshe
Sharett in Mr. Sharett's office.
He submitted a copy of his cre-
dentials to the Prime Minister.
Assail Mendes-France
At 'Brownshirt' Meeting
DUSSELDORF, (JTA) — An
attack on French Premier Pierre
Mendes-France as a Jew was
made by Major H. Krueger,
chairman of the neo-Nazi Ger-
man Reich Party for the state of
North Rhine-Westphalia.
Addressing a meeting at near-
by Duisberg on the question of
a United State's of Eurdpe, Maj.
Krueger told his brownshirted
audience that "we do not want
to be ruled by the Jew Mendes-
France."
The audience consisted of
members of • the "Reich, Youth"
group, whose brown shirts are
adorned with belts, straps and
scarves like those of the' Hitler
Youth formations.
The Bonn government recent-
4y dropped efforts to ban the
German • Reich party alleging
there was insufficient evidence
of the anti-democratic character
