Germany's Obligation to Jews
To Be Embodied in Western Accord

LONDON, (JTA) — Western
Germany's obligations as regards
Jewish material claims and
other matters of Jewish concern
will be embodied in the new ac-
cord between the Western allies
and the German Federal Repub-
lic, according to assurance given
the World Jewish . Congress by
both the British and French gov-
ernments. •
Representatives of the WJC
have discussed the matters of
Jewish concern with the foreign
offices both here and in Paris.
The assurances,, the WJC here
declared, are particularly grati-
fying in view of "disquiet" felt
by many Jews around the world
about resurgent, neo-Nazism in
Germany. WJC executives de-
clared they feel that the agree-
ment between the Western allies
and Western Germany should
contain specific provisions bind-
ing future governments of the
German Republic on the follow-.
ing points:
1. West Germany must as-

Senator Ferguson. • Backs Israel Bond Drive,
Pledges Aid to Israel-Arab Peace Efforts

sume an obligation to observe
the principles of the United Na-
tions and the aims of the Coun-
cil of Europe; 2. The Federal
Republic must pledge itself not
to repeal or amend legislation
enacted by the Allied Control
Council during the occupation;
also, to implement fully all
measures relating to internal re-
stitution of identifiable property
and compensation to victims of
Nazi oppression.

At a recent meeting in Washington, Senator HOMER FERGUSON (right) gave strong endorse-
ment to the Israel bond drive and pledged his aid to the movement for peace between the Arabs
and Israel. He is presently interceding with Secretary of State John Foster Dulles against sending
arms to Mediterranean nations, in order to prevent harm to Israel. With him, from the left, are:
Major General MOSHE DAYAN, Chief of Staff of the Israel Defense,Forces; BEN KAUFMAN, holder
of Congressional Medal of Honor; Colonel H. HE RZOG, Military Attache at Israel Embassy in
Washington, and HARRY T. MADISON, of Detroit, who last week ended his term of office as
National Commander of the Jewish War Veterans of the United States.

African Students Found 'Indifferent' to Their Jewishness

J O H A N NESBURG, (JTA)
While Jewish home life in South
Africa is far *stronger than that
of the average American Jews ,
ish family, many • Jewish stu-
dents here are alienated or in-
different and the remainder are
often confused and "insecure" in
their Jewishness.
These were the findings of
Rabbi L. Milgrom, Hillel Found-
ation director at the University
of Minnesota, who conducted a
survey here at the invitation of

The American Jewish educator
based his analyses on replies re-
ceived to a questionnaire con-
sisting of 35 questions mailed to
approximately 2,400 student s.
Only 508 replied. However, these
replies are regarded by Rabbi
Milgrom as "a reliable cross-sec-
tion" of student opinion gener-
ally.
Rabbi Milgrom reported that
however critical or apathetic
some of them may appear, there
is a "very strong identity" with
Jews and the Jewish community
on the part of almost all stu-
dents. The average home, he
said, has still a positive rela-
tionship to the Jewish j.religion
and culture and maintains cer-
tain observances, and most
young people move in a Jewish
environment with Jewish
friends.
Most of the students are only
superficially indifferent or ali-
enated, Rabbi Milgrom said he
believed. "They are seriously in
need of individual counselling,
following which they can, with-
out too much trouble, be brought
into leadership roles in Jewish
activities. To win students of
this calibre back to the Jewish
community should be a 'must' in
the agenda of any youth pro-
gram. To ignore them would
mean to write off part of the

best potential for future leader-

corded many opinions by stu,--
dents - themselves and others as-
sociated with them, which called
into question this view that the
"apathetic" student can be re-
claimed through the "proper ap-
proach."
Rabbi Migrom summed up:
"The questionnaire in general
and these comments in particu-
lar reveal a large number of
students who are highly emo-
tional and irrational about
major issues in South Africa.
An even larger number are woe-
fully confused about Judaism,
the Jewish community and about
themselves as Jews."
