The consolidation merged the 70-year-old Hebrew Immigrant Aid Society (HIAS), United Service for New Americans (USNA) and the migration services of the Joint Distribution Committee (JDC). Receiving the certificate are: BEN TOUSTER (second from left), elected first president of the worldwide agency; WALTER H. BIERINGER (left) chosen chairman of the executive committee; and ARTHUR GREENLEIGH, executive director of the agency's global operations. The ceremony was held at the agency's world headquarters at 425 Lafayette St., in New York. It culminated close to two years of negotiations, and will eliminate duplication and overlapping in the field of Jewish migration. In a letter to the President, the AJC noted that approval by Eisenhower of the Housing Act of 1954 "provides appropriate opportunity for careful recon- sideration of our housing laws on discriminatory practices." AJC charged that "those who administer the Federal housing program have not yet under- taken responsibility to insure that it does not cause racial discrimination."
