Into Election Race

In a ceremony inaugurating United HIAS Service, newly-
merged Jewish national and international migration agency, New
York State Attorney General NATHANIEL GOLDSTEIN (second
f )m right) presents a facsimile copy of the certificate of consoli-
dation filed in Albany, to officials of the organization. The
consolidation merged the 70-year-old Hebrew Immigrant Aid
Society (HIAS), United Service for New Americans (USNA) and
the migration services of the Joint Distribution Committee (JDC).
Receiving the certificate are: BEN TOUSTER (second from left),
elected first president of the worldwide agency; WALTER H.
BIERINGER (left) chosen chairman of the executive committee;
and ARTHUR GREENLEIGH, executive director of the agency's
global operations. The ceremony was held at the agency's world
headquarters at 425 Lafayette St., in New York. It culminated
close to two years of negotiations, and will eliminate duplication
and overlapping in the field of Jewish migration. The develop-
ment was hailed in Jewish circles as "one of the most significant
in the American Jewish organizational field."

NEW YORK, (JTA)—President
Eisenhower was urged by the
American Jewish Congress to
extend to the important area
of housing the administration's
"continuing and effective at-
tacks upon racial and religious
discrimination."
In a letter to the President,
the AJC noted that approval by
Eisenhower of the Housing Act
of 1954 "provides appropriate
opportunity for careful recon-
sideration of our housing laws
on discriminatory practices."
AJC charged that "those who
administer the Federal housing
program have not yet under-
taken responsibility to insure
that it does not cause racial
discrimination." It further noted
that "the various housing pro-
grams administered by the
Federal government have accel-
lerated rather than retarded
the tendency in American cities
I to exclude non-white and ethnic
and religious minorities from
the housing market."

gressional candidate here has
introduced the religious issue in
his campaign to attack a rival
candidate who is of Jewish faith.
In a campaign broadcast, Wy-
man C. Lowe described Morris
Abrams as a representative of •
the "minority Jewish faith,
while I am a representative of •
the majority Protestant faith."
Lowe charged that Abrams is re-
ceiving financial support from -
New York interests, and is un-
der the domination of outside
and foreign organizations.
Abrams who opened his cam-
paign for election from the Fifth
Congressional District, said he
would campaign solely on the
political issues in question. "I
will not engage in racial and re-
ligious bigotry, nor conduct any
campaign along those lines, no
matter what my opponents may
say," he declared.
