FRANKFURT — West Ger-
man Chancellor Konrad Aden-
Auer declared he would sincerely
welcome complete normalization '
of relations between Germany
and Israel. His statement was
made in an interview in the
German daily Die Welt marking
the second anniversary of the
signing of the German repara •
tions pact with Israel at Lux-
emburg.
The Chancellor denied that
Israel would have to terminate
a state of war between itself
and Germany in order to re-
sume diplomatic relations with
Bonn. Israel has never consid-
ered herself at war with the
Bonn Republic, Chancellor Ade-
Dauer said.
In the interview the Chancel-
lor reaffirmed the statement of
principles on Jewish matters
which he read to the Bundestag
In September 1951 and which led
to the subsequent negotiations
and conclusion of the repara-
tions pact. He also underlined
the West German constitutional
provision prohibiting discrimin-
ation on account of race or
creed. The Chancellor expressed
gratification with e f f or t s to
snake the German people more
familiar with the work of re-
construction in Israel and in
this connection praised the gov-
ernment agency which recently
devoted an entire issue of the
Official weekly Das Parliament
to Israel.
The Chancellor placed con-
siderable emphasis on the dis-
tinction — often blurred in the

'Sanctions' Proposal
Angers St. Paul Residents

ST. PAUL, (JTA) — Protests
are pouring into the offices of
the board of directors of the
United Jewish Fund and Coun-
cil here, which recently an-
nounced a policy of "sanctions'!
against members of the Jewish •
community who do not contrib-
ute enough money to the UJFC's
fund drive for local, national
and overseas philanthropies.
The UJFC board of directors,
however, has approved a state-
ment issued by the president of
the Council, Leonard Heller, ex-
plaining the "sanctions" pro-
posal to have all Jewish officers
and board members of the or-
ganizations removed from their
posts if their contributions are
deemed inadequate. The Coun-
cil has sent copies of Heller's
statement to its 3,800 contribu-
tors in.this city.
