Detroit Federation to Host
Eastern CJFWF Parley

Detroit will be host to the 18th
Regional Assembly of the East
Central States Region, Council
of Jewish Federations and Wel-
fare Funds to be held Sept. 13
and 19, at the Statler Hotel.
"The Year Ahead for Federa-
tions—Issues and Responsibili-
ties" will form the theme of the
assembly which will be attended
by community leaders from In-
diana, Kentucky, Michigan. Ohio,
Western Pennsylvania. West
Virginia and Windsor, it was an-
nounced by Samuel H. Rubiner,
president of the Jewish Welfare
Federation, and Ben W. Holub,
regional vice - president of
CJFWF.

At the opening dinner, Sept.
18, Rubiner will greet the dele-
gates. Philip Bernstein, associ-
ate director of CJFWF, will an-
alyze the issues and responsibili-
ties of federation and welfare
funds in the year ahead,
In recognition of his work in
Jewish community organization
and social welfare, Bernstein
was elected president of the Na-
tional Conference for Jewish
Communal Service in June 1953.
Rubiner will lead the discu
sion following Bernstein's pres-
entation. At concurrent work-
shop sessions the following
morning, community leaders will
consider problems of planning
for Jewish education, program
potentials in small cities and the
impact of campaign develop-
ments on Welfare Funds and
Federations.
Louis LaMed, associate chair-
man of the education budget
and planning division of the
Federation of Detroit, will dis-
cuss community responsibility
for Jewish education.
Jerome N. Curtis, vice-presi-
dent of the Cleveland Jewish
Community Federation, will be
chairman of this session at
which Dr. Leo Honor, of Dropsie
College, will be a discussant.
Joseph Levine, executive direc-
tor of the Fort Wayne Jewish
Federation, and Dr. Harry Arn-
koff of Pontiac will be .discus-
sants on the session of program-
ming in smaller cities, with
Leonard Ostrow of Erie, Pa., as
chairman.
Murray A. Nadler, of Youngs-
town, and Theodore Dann, Indi-
anapolis, will serve as chairman
and discussant of the session to
analyze the significance of re-
cent campaign experiences to
local communal services, na-
tional services and to overseas
programs.
Regional officers will be elect-
ed after the assembly's business.,

and training for communal lead-
