Germany's- Responsibilities: The ADL Report

In its report of the study tour undertaken
at the invitation of the Federal Republic of
West Germany, the delegation that repre-
sented the Bnai Brith, Anti-Defamation.
League, advocates understanding and the
pooling of the best educational brains in Gef-
many so that they may draw upon the vast
experience and knowledge of educators in
democratic countries. A major point in:
the report, which describes "painful" condi-
tions among the surviving Jews, is the need .
for a friendly hand from the Germans..
The ADL spokesmen emphasize the need
for the restoration of the free world's faith
in Germany and asserts that stabilization of
the situation of the Jews calls for steady
progress toward democracy and a continuing
re-education of the Germans in democratic
concepts. They declare:,
"Jews can never forget their tragic his-
tory under Nazism; Germans must not forget.
The Jews in Germany in order to live at all,
however, must be able to set that history
aside and build their lives anew. Germans,
on the other hand, in their daily acts and in
their future development as a society, must
give encouragement to those who suffered
that the evils .which the Nazis perpetrated
will not happen again. It is the Germans
who must extend the hand of friendship to
Jews living in their midst—not with a flour-
ish, but in consistent acts of friendship and
understanding that will restore the faith of
Jews that they can once more ,live normal
lives in that country."
We read this statement and we marveled.
A Jewish delegation to the land that was re-
sponsible for the massacre of six million Jews
and of millions of Christians speaks so calmly
and unemotionally! It gives the impression
of pleading for friendship—and we have not
yet had repentance! It is true that Dr. Kon-
rad Adenauer ( the ADL report states that
"the success of Dr. Adenauer's government
is based on a powerful leadership for demo-
cratic ends and upon a successful economic
revival") is moving in the direction of atone-
ment and has made partial amends -for the
Nazi atrocities through restitution and repa-
rations. But the great act of atonement on
the part of Germany is yet to come, sand if we
treat the entire matter with silk gloves there
will be perpetuated a danger that Nazi atroci-

Unanimous consent was given last week
by the Bundesrat, the Upper House of the
West German Parliament, to the bill pledging
adherence by Germany to the United Nations
Convention Against Genocide.
Thus, less than 10 years after the last
tragic world war, Germany officially repudi-
ates the type of crime which was originated
by her Nazis.
Parliamentary action has ended and the
signature of President Theodor Heuss will
transform the new act into law. Loopholes
that originally existed in . the act, which has
been pending since last December, have been
eliminated at the suggestion of Prof. Raphael
Lemkin, who originated the term "Genocide"
and is known as "the father of the Genocide
Convention." . .
Now GerMany is a partner in the world-
wide effort to prevent mass murders of racial,
.national or religious groups. West Germany's
action is proof that murder will out and that
truth must triumph.
Now the world is faced with the task of
making the decisions against Genocide stick.
If they are made workable, we shall surely
have lasting peace.-

forget to urge that amends be made by the
Germans for "the horrible crimes against
Jews by making restitution to individual sur-
vivors," to "combat existing anti-Semitism"
and to outlaw the Nazi parties. It is our
contention, however, that much as we must
