Name Judge Rifkind To Educational Board NEW YORK, (JTA)-The ap- pointment of former Federal Judge Simon H. Rifkind as a member of the Board of Higher Education of New York City was announced this week by Mayor Robert F. Wagner. The appointment is for the full nine year term. The posi- tion carries no pay. It is ex- pected that Judge Rifkind will be sworn in following his return from a visit abroad. The Board of Higher Education has respon- sibility for the administration of the four municipal colleges in the city. The 59-year-old attorney was appointed to the Federal bench. by the late President Franklin D. Roosevelt in 1934. He re- signed the post to return to pri- vate practice in 1950. In 1945 he received a leave of absence from the bench to serve as Jewish a d v i s or to Gen. Dwight D. Eisenhower, then American commander in Eu- rope. Judge Rifkind is currently chairman of the administrative committee of the American Jew- ish Committee. Record is Set in Tourism to Israel A record number of 13,213 tourists,-19 % more than during the same period last year, visited Israel in the first quarter of 1954. Almost a third of the visi- tors came in 80 organized groups. From Jan. 1 to April 30, 1954, tourists exchanged $1,309,000 in Israeli Banks, almost double the amount exchanged during the first quarter of 1953. The all- time high for a single month was reported during April 1954, when a total of $549,000 was exchanged.
