ual chalutziut to strengthen the
spiritual ties between Israel and
Jeivry abroad was issued here
at the closing session of the an-
nual convention of Mizrachi
Hatzair, religious Zionist youth
organization.
The convention adopted a:
resolution calling on Jewish
youth to devote one year to re-
ligious studies in a yeshiva or
institution of higher learning in
Israel as a means of providing
such "pioneers of the spirit" and
to provide the cultural inter- -
change between Israeli and
American Jews. It was announc-

Prof. Meyers, Dutch Lawyer
Held by Nazis, Dies at 74
THE HAGUE, (JTA)—Prof.
Emanuel M. Meyers, •interna-
tionally known Dutch Jewish
lawyer of Leyden, died here at
the age of 74. At the time of his
death, Prof. Meyers was serving
on a special governmental com-

Israel '54 Budget
To Show Surplus
JERUSALEM, (JTA)—For the
first time in Israel's history, the
regular g o v e r n m e n t, budget
shows a surplus — 13,000,000
pounds — Pinchas Saphir, direc-
tor of the Treasury, announced.
He revealed that half the re-
ceipts of the regular budget
come from direct taxes.
Saphir said that the Treasury
will use this and other surpluses
which might develop to gradual-
ly repay debts incurred in past
years, especially those which re-
sulted from mass immigration.
Future surpluses also will be
invested in development projects,
Saphir said,, particularly since no
one knows hoW long aid from
abroad will continue. "Israel, he
said, "cannot halt its develop-
ment program and must mobil-
ize all its - natural- resources to
help receive more immigrants.
Jews In Isolation
VIENNA, (WJA)—Of the 11,000
Jews living in Austria according
to the latest census, 680 are
members of the Jewish com-
munities in the three Western
zones outside Vienna, a corres-
pondent of World Jewish Affairs
reports. Jewish provincial com-
munities include that of Styria
(with 279 members), Salzberg
(200 members), Upper Austria
(165 members) and the Tyrol (45
members.)
Under these • circumstances,
Jewish provincial communities
are almost reduced to adminis-
trative functions, such as the
issue of birth, marriage and
death certificates and the care
of cemeteries. Jewish cultural
and spiritual life in the Austrian
provinces is practically non-
existent and made even more
difficult by the small numbers
of Jews in these regions as well
as by a comparatively high pro-
portion of mixed marriages.
