Israel-Arab 'Frustrations'
Explained by U.S. Official

DULUTH, Minn., (JTA)-The
process followed by the Israel-
Arab mixed armistice commis-
sions is "an exhaustive and frus-
trating business for the United
Nations observers involved," Da-
vid M. Key, Assistant Secretary
of State for United Nations Af-
fairs, told the Minnesota Medical
Association.
Key said the work of the mix-
ed armistice commissions in the
Israel area was, "however, help-
ing to maintain the armistice
while allowing time to work out
a permanent settlement of the
serious and complicated prob-
le ins."
