Clarifies Objectives of U.S.
In the Arab-Israel Situation

WASHINGTON — The State Department Tuesday an-
nounced its stand on the current developments in the Arab-
Israel situation in a statement in, which it was emphasized
that the United States government will seek to strengthen
the armistice control machinery of the United Nations.
The full text of the statement reads as follows:
"All of our efforts are directed to the ultimate goal of
a peaceful adjustment of relations between the Arab states
and Israel. Before the goal is reached, both Israel and the
Arab states will have to modify their present attitudes.
"The first step forward should be the renunciation of
force as a means to attain political objectives and the sub-
stitution of cooperation by the parties among themselves
and with the United Nations Truce Supervision Organiza-
tion in the context of their armistice obligations.
"Our objective during the current Security Council dis-
cussion is limited to bringing about such cooperation and
to discovering means to strengthen the arnlistic control ma-
chinery of the United Nations. We believe the interests of
all concerned will be served best by such a forward step."
The statement was issued to the press by Henry Suydam,
press officer of the State Department. Mr. Suydam declined
to answer questions based on the statement, saying that he
was not in a position to interpret it.
State Department sources unofficially confirmed re-
ports that Israel's economic and technical assistance al-
locations this year will be substantially reduced. They
refused to comment on specific reports that aid to Israel
will be drastically cut from about 70 million dollars ap-
proved last year to somewhere between 45 and 50 millions
this year.
According to an Associated Press report, the total for
the Middle East for the new year will be about $165,000,000,
of which Iran will receive $74,000,000. The remainder would
be divided equally between Israel and the Arab States, ac-
cording to recommendations of the State Department and
the Foreign Operations Administration.
The recommendations were presumably made in a
secret session by Executive Branch officials to Congressional
experts on foreign affairs. The experts were said to have
replied to criticism of the "imbalance" in aid given Israel
on the one hand and the Arab states on the other by saying
it could not be avoided because Israel was prompt in stating
its needs and the Arab states showed indecision on the help
they wanted.

Why a Synagogue
Needs No Mezuzah

A synagogue does not require
a mezuzah on its door posts.
The reason is obvious. A mezu-
zah is required only upon a door
post of a place which has a
secular purpose.
This is characterized by the
Biblical statement which com-
mands "ye shall write them up-

A house is that which is used
principally for secular use. In
comparison, the object of a syn-
agogue is for holy functions.
Naturally, a secular place re-
quires a reminder of God by
certain symbols. A place. which
is all holy needs no physical
symbol to remind one of God's
presence. Therefore, according
to many authorities, a Beth
Hamidrash, which is a house
of learning, where people spend
time in eating too, does require
a mezuzah.
It is claimed by Maimonides
that the gates of the Holy Tem-
ple had no mezuzzahs, except
those which were connected with
the residence of the High Priest.
