contents of the United States
budget for the fiscal year of 1955
announcing that "with respect
to the Near East the budget pro-
vides for helping relieve the
plight of Arab refugees through
contributions to the United Na-
tions Refugee Agency, and for
technical assistance and supple-
mentary economic development
in the Arab states, Israel, and
Iran."
This definite commitment to
technical and economic assist-
ance to Israel was not supple-
mented in either the President's
message or the budget itself in

Israel Coalition Cabinet Formed

JERUSALEM, (JTA)—Premier-
designate Moshe Sharett report-
ed to Israel President Ben Zvi
the successful formation of an
Israeli coalition Cabinet after
eight weeks of negotiations. The
talks began following the deci-
sion of former Premier David
Ben-Gurion to retire to private
life.
Following his audience with
the president, Mr. Sharett told
the Jewish Telegraphic Agency
that he had informed the Chief
of State that his new govern-
ment was based on three fac-
tions commanding a total of 80
votes in Parliament.
Mr. Sharett is still making ef-
forts to bring the Progressives
back • into the coalition despite
the opposition to the coalition's
agreement to press for an elec-
tion law amendment limiting the
right of Parliamentary represen-
tation to parties which obtain
4.2 per cent of the total vote in
a national election.
Premier Sharett presented his
new, four-party, 16-man Cabi-
net to Parliament and asked for
its confirmation.

The Cabinet includes nine
members of Mr. Sharett's Mapai
Party, -four General Zionists and
two Labor Mizrachi. The Min-
istry of Justice is reserved for a
•representative of the Progres-
sive Party.
The only new • figure in the
Cabinet is Zalman Aranne,
Mapai, Minister without Port-
: folio. Pinhas Lavon. has as-
sumed the Ministry of Defense
post formerly held by David
Ben-Gurion. Mr. Sharett com-
bines the Premiership with the
Foreign Ministry.
