Germany Plans to Reduce
Reparations Payments
BONN, (JTA)—The West Ger-
man Government will take ad-
vantage of the escape clause in
the reparations agreement with
Israel which permits the Ger-
mans to reduce their payments
to the equivalent of $60,000,000
annually beginning with April 1 ;
this year, it was learned . from
well informed sources.
The agreement provided that
Germany might exercise the op-
tion of reducing payments . from
about $74,000,000 annually after
two years, but it was assumed
that this would be done only if
Germany's trade position deteri-
orated. In .view of Germany's
extraordinary prosperity in the
past year, the Israelis had ex-
pected that deliveries would
continue as originally set.

Talks on Claims in Rome
ROME, (JTA)—The last stages
of the discussion between Israel
and the West German Republic
for a settlement of claims of the
German Protestant order of
Templars for property they held
in pre-war Palestine opened
here.
The discussion will center
about a settlement of claims for
immovable property consisting
of four settlements in various
parts of Palestine.

Austria May Revise Its
Opposition to Jewish Claims
VIENNA, (JTA)—The Austrian
government was reported to
have indicated some revision of
its former position which led to
a breakdown of talks with Jew-
ish organizations on restitution
claims. This revision may lead
to resumption of negotiations on
an altered basis.
Dr. Emil Maurer, president of
the board of the Union of Aus-
trian Jewish Communities, and
Wilhelm Krell, its general secre-
tary, were to leave for Zurich to
meet Dr. Nahum Goldmann,
head of the Jewish claims
agency, for a conference there

this week.

Austria Criticized for
Evasion of Jewish Claims
WASHINGTON, (J T A) — The
Austrian government was criti-
cized for its evasion of Jewish
claims for damages inflicted by
the Nazi regime in Austria by
Jakob Altmaier, ranking mem-
ber of the Foreign Relations
Committee of the West German
Parliament, who played a key
role in the negotiations for the
German-Israel reparations
agreement.
Mr. Altmaier, who was receiv-

Protest Postponement of FEP Legislation

WASHINGTON, (JTA)—Action
of Sen. H. Alexander Smith,
chairman of the Senate Labor
Committee, in abruptly postpon-
ing until Feb. 23 scheduled hear-
ings on a new civil rights bill
brought sharp criticism. Sen.
Smith gave no reason for his de-
cision.
Sen. Irving M. Ives, of New
York. sponsor of the bill, pro-
tested that the postponement
"may actually destroy the effect-
iveness of the hearings." A
statement issued on his behalf
said he "strongly objects to this
postponement."

The organizations affiliated in
the National Community Rela-
tions Advisory Council tele-
graphed to Sen. Smith their pro-
test against "your last-minute
arbitrary postponement of hear-
! ings on Ives-Humphrey Fair
! Employment Bill, dates for which
were announced last May."
