Israel Criticized Severely

UNITED NATIONS, N.Y. (JTA)
:--Criticism of the United Na-
tions Security Cou-ncil continued
to mount for its action in push-
ing through a resolution cen-
suring Israel over the Kibya in-
cident without first awaiting the
outcome of the Jordan-Israel
direct talks invoked by Israel
under the armistice and without
coupling its action with an in-
sistence on measures to reach
a peace settlement.
The resolution was steamroll-
ered through the Council be-
fore most of its members had
an ,opportunity to make them-
selves fully acquainted with the
nature and significance of Is-
rael's dramatic move in making
mandatory a face-to-face Jor-
dan-Israel meeting under Article
12 of the armistice agreement.

United Nations itself. The
Greek delegate, explaining his
vote for the resolution, said he
had been able to give it only
"limited enthusiasm."
The New York Times edi-
torial called upon the Security
Council to ensure action on Is-
rael's call for a direct meeting
with Jordan. "The United Na-
tions must do what it can to
force the two peoples together
and to place the blame where
it belongs if its summons to
negotiations is disregarded,"
the Times said.
